were added to the Act for a 40 machines site licence which covered large slot halls. Tese are permitted if it is 500m from a casino and 200m from another 40 machine site in the area other than Dar es Salaam. Tese licences permit progressive, mystery or jackpot systems and can only operate slots.

Tarimba said the gaming industry was growing fast and making significant contribution to the economy with over TZS1.5 trillion being pumped into the economy annually through this

industry, whilst the gaming sector contributed around TZS30bn last year, it’s expected to rise to TZS40bn this year. Te sector employs around 6,000 people
indirectly which was anticipated to increase by 10,000 when the National Lottery was launched. Te gaming industry contributed around three per cent to GDP before the lottery. Illegal operations are still rife however and raids take place to remove illegal slots in operation. Te government has now been advised to
place the gaming board under the Ministry governing sports to ensure tax revenue is used for sports organisations.
LOTTERY Until economic reforms in 1985 the National
Lottery was the only significant gaming activity in Tanzania. When the 1992 Investments Promotion and Protection Act was introduced the leisure and hotel sector saw bigger investments and with this came casinos and slot machines and an expansion of the industry. Today gambling, except the National Lottery, is run by the private sector. A lottery licence was originally issued to
Gaming Management Tanzania Limited (GAMAT) to run the Lotto Kitita. However this licence was revoked in 2007 due to irregularities surrounding apparent losses. In 2005 Selcom Gaming partnered with
OpenLot Systems and they were given a licence to operate an SMS lottery via mobile phones and as such the Tanzanians became the first in Africa to play lottery via their phone. Ten in February 2016 Murhandziwa Ltd
received a five year long licence to run Tanzania’s national lottery called Bahati Nasibu Ya Taifa. Te company is aiming to raise over R40bn
annually in government revenues from the lottery which is then predicted to reach over R270bn in the next five years. Money raised by the lottery is distributed via the National Lottery Distribution Trust Fund. Te firm is a subsidiary of South African
based Gidani International. Te company is investing over R70bn over the next three years into the Tanzanian lottery. Under the Gaming Act the investor cannot be given a licence unless he proves capable of tax payment and protecting customer rights. Sales for this lottery began in May this year
and the first draw was held on May 28. Te roll out is a phased approach with different channels and games being introduced at different times. Te company via its brand name, Bahati
Nasibu Ya Taifa, has started with Lotto 6/49 game with a Wednesday and Saturday draw where players choose six numbers from a field of 49.
