A huge betting scandal took place in 2011


when a Sports Lottery Corporation assistant manager defrauded the lottery by running a lot- tery scam enabling him to win cash prizes.. After this stricter provisions were introduced into the Sports Lottery Act with heavier penalties. Taiwan Sports Lottery offer fixed odds betting


and odds via 1,500 outlets. Odds are said to be very unfavourable but they offer bets on all sports from baseball, basketball and football and Formula 1. It is also possible to bet on Asian baseball and sometime tennis, golf and the Olympics. It is open to those aged 20 years and over. Taipei Fubon Bank was awarded the contract


to be exclusive operator of this lottery until 2014 via the Sports Lottery Issuance Act. During the first four years of operation they suffered losses and did not bid to renew the contract. In 2014 a new contract was awarded to Tai-


wanese manufacturer Adata Technology which will now operate the lottery with Intralot and the Chinatrust Commercial Bank for the next 10 years.


Adata was established in 2011 and develops memory applications products. Intralot has been a technological provider of ChinaTrust Commerical Bank since 2007 when CTCB ob- tained its first licence to operate the Public Wel- fare Lottery. Intralot was selected by the Taiwan Sports


Lottery Corporation as its single betting services partner from 2014 until 2023 supplying both re- tail and online platforms. Total sales for the Taiwan Sports Lottery in


2015 exceeded NT$28bn a growth of 18 percent on 2014 figures. Of this 13 percent or NT$3.7bn


was from internet betting. Some NT$2.8bn was injected into public welfare and national sports development funds. In 2014 the FIFA World Cup boosted sales rev-


enues significantly as the first six months of that period saw a 38 percent increase for the first time in five years.


ONLINE Laws in Taiwan don’t permit online gambling


per-se and this is enforced via the Criminal Code which prohibits a location being set up for such purposes or people gathering to gamble online. Although this rule applies to foreign sites of

tered company, Jiu Zhou Technologies, who op- erates an online website TS777.net or Jiu Zhou Casino as it is known as being the root cause as Taiwan punters found an alternative to the heavily regulated sports lottery. Better odds drew customers away plus they


had access to more gambling games such as casino games. Sports Lottery also has rules that players must always play two games at a time rather than just one and must win on both in order to win a prize. Tere are constant raids and in January this year the police apparently broke up a huge on-


line gambling operation run by Jiu Zhou Casino when they raided 55 locations. It won’t stop online gambling. Back in 2003 it


was said there were 2,000 online gambling sites available to the Taiwanese. Total population in Taiwan is around 23 mil-


lion with an unemployment rate of 3.8 million. In 2011 it was estimated that the illegal gambling market was worth around NT$500bn and 20-30 percent of this contributed to sports betting. With no legal online gambling sites based in


Taiwan players continue to be drawn to the for- eign sites, many of which offer Chinese lan- guage and support the Taiwanese New Dollar (NT$) such as Bet365 and 10bet. Or many Taiwanese simply travel to Macau


instead and in 2012 there were over one million Taiwanese arrivals to Macau. It’s an hour flight and the Taiwanese can enter Macau for 30 days without a visa.


Legally live betting and mobile betting is offered by the Sports Lottery in Baseball, basketball, football, Formula 1 and ice hockey. To access players will be sent a username and password after account verification. Tey can charge their account with a minimum amount. Te minimum unit for sports lottery bets is


NT$10, whilst the minimum amount of each transaction is NT$100. Betting limits are set at NT$100,000 per ticket or per bet whilst total winning prize is NT$20m maximum. Total price per ticket or bet for live betting is set at NT$50,000. Winning amounts over NT$2,000 are subject


to 20 percent winning tax and 0.4 percent stamp duty. Virtual betting winners are not subject to the 0.4 percent stamp duty.
