Gambling is forbidden in Malaysia under Islamic law punishable by the Syariah Court. Tis law is not applicable to non-Muslim Malaysians. Tere are three main ethnicities – Malay


(Muslim by birth), Chinese and Indian. Te legal forms of gambling are aimed predominantly at the Chinese (about a third of the Malaysian population) rather than the ethnic Malays. In reality the Malaysian government does not


own or operate gambling of any kind so although there is no national lottery there are multiple lottery operators in Malaysia which operate under the Betting Control Unit and the Ministry of Finance. Te law regulating gambling in Malaysia is the


Betting Act of 1953 amended over the years and latterly in 2006. Tis law is strict with fines and imprisonment terms for unlawful gambling.

betting due to the high Muslim population. In 2010 Malaysian gaming group Berjaya announced it was purchasing a stake in Ascot Sports after it was claimed Ascot had been issued a licence to launch sports betting in Malaysia. Tere were many protests and the government had to deny such a licence ever existed. Tere are four types of legal gambling


permitted – casino, horse race betting at the three turf clubs, slots at selected sport and social clubs and lottery (4D outlets). Casino gambling is permitted via the one licensed casino operated by Genting. Genting Malaysia operates theme parks,


gaming, hotels and seaside resorts. Resorts World Genting is an integrated family leisure and entertainment resort equipped with six hotels, theme parks and casino. It saw 18.1 million visitors in 2014. Tourism in Malaysia has seen a six percent


growth to 27.4 million visits in 2014 with the aim of reaching 36 million and tourist receipts of RM168bn by 2020. Genting also operates 41 casinos in the UK,


Resorts World Casino New York and Resorts World Bimini in the Bahamas. In Malaysia it operates two seaside resorts – Resorts World Kijal in Terengganu and Resorts World Langkawi on Langkawi island. Genting group revenue in


2014 amounted to RM8.23bn whilst net profit was RM1.1bn Meanwhile the three licensed number


forecasting operators are governed under the Racing (Totalisator Board) Act of 1961 and these are Magnum, Sports Toto Malaysia and Pan Malaysian Pools. Te Malaysian Totalisator Board was


established under the Ministry of Finance in 1961 and the totalisator operation was privatised and licensed to Pan Malaysian Pools (PMP) which in 2011 was acquired by Jana Pendidikan Malaysian (wholly owned by Genting Berhad) Da Ma Cai is a brand of the Pan Malaysian


Pools, a number forecast operator. PMP was controlled by tycoon Ananda Krishnan who sold his stake in the company for a reported RM2.1bn. Tis company also takes betting on horse
