GETTING TO KNOW
BY ADINA YOUNG, DATIA Getting to Know: Jacquie Sheehey,
New DATIA Board Member Congratulations on being re- elected to DATIA’s Board of Directors and the new co- chair of the Communications Committee. Tell us why you were interested in the DATIA Board and what you hope to accomplish.
I believe that with my nearly 20 years in the drug and alcohol testing industry across both the criminal justice as well as the workplace fields, I bring
a refreshing perspective and knowledge to DATIA. Also, with my areas of expertise in management, sales, marketing and training, I have much to offer in moving DATIA forward in growing its membership, bringing new ideas for communication avenues (I was first the Communications Chair when we launched DATIA focus in 2008), and being a proactive Board Member who will definitely make a difference to DATIA in this industry. While serving on the Board, I would like to look at building our criminal justice membership to impart knowledge to this audience in making smart decisions for how they handle their drug and alcohol testing programs within probation departments and with drug courts across the country. I am honored to be back on the Board and I will work to make DATIA successful in all endeavors we take on as an organization for our members.
Tell us about your company and your current role there.
Smart Start is a privately held company based in Grapevine, TX since 1992. In the years since its start, it has built a reputation as the leader in alcohol monitoring technology. Smart Start technologies focus on ignition interlocks for vehicles to separate

drinking from driving as well as portable alcohol monitoring devices. Te company has built one of the largest, most successful programs worldwide. To date, Smart Start has serviced over a half million U.S. clients and prevented more than 6.5 million illegal vehicle starts. In addition, we have provided more than 506 million safe starts since 1992. In 2008, Smart Start entered the global market developing a distribution system and representation in 19 countries outside of the U.S. Going forward, the company plans to continue to expand both its international presence as well as its product offerings. Smart Start’s domestic operation spans 46 states with over 1,500 service locations. Smart Start operates through a combined company owned and franchised platform with 23-States that are franchised and 22-States that are company owned. I am the Director of Eastern Operations
in which I have the oversight of corporate as well as franchise states in the Eastern region of the United States. I am responsible for each state’s strategy, sales and marketing efforts as well as overall operations within each state. I am pleased to say I am saving lives each day through our technology that helps to reduce the more than 10,000 lives lost yearly as a result of drunk driving.
What do you think is the single most important issue in the drug and alcohol testing industry?
I believe there are many issues we are all confronting each day in our field, but at the moment I think that the marijuana issue is critical as to not only how to deal with the workplace issues in the states where it has become legalized and those states where it soon will become legalized, but also how to keep our roads safe with the issue of drugged driving. I believe that not a lot of
forethought went into the legalization of marijuana and the impact it is causing.
In your opinion, what do you think is a resolution to this issue and what is a realistic timeline?
For the issue of drugged driving, I would eventually love to see a technology that can be used to test drivers before they start their vehicle as we do with drunk driving—it is all about separating the drinking and the drugs from driving! I know there are roadside tests currently available, but this is aſter the fact—once an individual has been stopped for being impaired. We need to have a tool that will not allow a vehicle to start if they are under the influence of drugs as well as alcohol. Te research shows that together drunk and drugged driving are increasing at alarming rates! As for the workplace issues, DATIA and its members need to continue fostering the awareness, education and training for companies so they incorporate procedures into their policies.
What is something you wish more people knew about you?
I am very passionate about my
work—it fuels my fire each day knowing I am making a difference in saving lives in an indirect way! With my role being more in the sales and marketing arena, I have rediscovered that I am very passionate about training. A litle more than a year ago, I saw a need for implementation of a training program at Smart Start for our Judicial Services Liaisons who are out there in the field building relationships with our key influencers. So, I now conduct quarterly trainings on relationship selling, questioning techniques, product knowledge, reporting, etc.
Each edition of DATIA focus will include a Q&A from a DATIA Board Member, Spotlighted Member or Course Instructor. It is our hope that this enables our readers to be better acquainted with DATIA and all of the people that help make it such a successful operation. Stay tuned each edition to meet a new industry peer!
