NEWS Influenza Immunisation 2014-15 – Vaccine Supply Arrangements Remuneration Changes


Circular PCA(P)(2014)28 sets out the arrangements for doctors to place orders and community pharmacy contractors to source influenza vaccines and for remunerating and reimbursing community pharmacy contractors and dispensing doctors for the supply of seasonal influenza vaccine in 2015-16 in Scotland.


Many of the arrangements remain the same from 2014-15 with the exception of the following points: • Default reset price is now £3.00


• By 6th February 2015 community pharmacies should provide their local flu coordinators with monitoring information using Annex A


• Community pharmacies should aim to provide each GP practice with a delivery schedule following advice from their sources of supply by 31st August 2015


TARGETED ADULTS


These will be patients over 65 and those between 18-65 who fall in at- risk groups (as set out in 2014-15)


ARRANGEMENTS FOR CHILDREN


All vaccine supplies for children between the ages of 6 months and 18 years will be purchased centrally again. GPs should not place orders for any vaccine for at risk children.


SOURCING THE VACCINE Arrangements for sourcing the vaccine remain the same as last year. Contractors should divide orders as equally as possible across three sources (with the exception of egg-free vaccine). This will help mitigate issues if a technical supply issue arises. REMUNERATION AND REIMBURSEMENT


Reimbursement


• 31 March 2016: Claims must be made by this date for reimbursement. (Default - £3.00)


• Contractors will be reimbursed the net price (invoice price less any discounts)


• Contractors must endorse the stock order/prescription with the net price achieved and supply copies of any relevant invoices,


credit notes and any other advices showing discount earned and/or statements


• Group purchases should be endorsed ‘GVP’ (Group Vaccine Purchase) on each stock order.


REMUNERATION Single Flu Vaccines will be paid two rates: • Upper rate: 110p – All contractors will be paid this rate if they meet the requirements in the circular for ordering from three sources


• Lower rate: 75p – Contractors will be paid this rate and must endorse the stock order/ prescription if they’ve sourced their vaccines from less than three sources


• The lower rate applies to egg-free vaccines


• Payment will be made at the same time as reimbursement is made


• Effective Purchasing payments, designed to encourage value for money for the NHS, will again be paid in two parts – Local and National.


Community Pharmacy Scotland have created a fact sheet for pharmacists on amendments to remuneration arrangements, taking effect from January 1, 2015.


1. Introduction of two temporary payments for the January to March dispensing quarter:


a. Smoking Cessation Balancing Payment – Proportional share of £260k based on historic share of PHS payments for smoking cessation over the April to June 2014 quarter. This will be paid as three equal amounts over the three months.


b. Dispensing Pool Balancing Payment – Each contractor will receive a 5% uplift to their dispensing pool payment on the three months from January to March (paid March to May).


2. Post transition stabilisation arrangements expire at the end of 2014. Payments from 1st January (including minimum pharmaceutical needs payment) will no longer be subject to stabilisation measures. CPS has been contacting contractors significantly affected by this change.


3. Q&E payment threshold will rise to 85% in the dispensing month of February 2015. Any contractor who does not achieve a 85% rate for January 2105 dispensing will receive no Q&E payment for February dispensing.


4. The arrangements for the Operations and Development payment have been rolled forward for the next quarter January to March
