City Deal could be great for Glasgow


At this year’s Metropolitan Glasgow State of the City Economy Conference, Councillor Matheson, Leader of Glasgow City Council, committed the Council to working with neighbouring Clyde Valley local authorities to fi nalise a bid for Scotland’s fi rst City Deal. The City Deal is an agreement


between the Treasury and a city- region that transfers signifi cant additional economic powers and fi nance in exchange for a disciplined and explicit plan to invest in infrastructure and economic growth.


The industry-led Glasgow


Economic Leadership Board (GEL) and Glasgow Chamber of Commerce reviewed the evidence and concluded that they would support a Metropolitan Glasgow City Deal.


City Deal status has already been awarded


by Nick Clegg, Deputy Prime Minister, to eight of the largest English city regions outside of London.


These cities have made deals with the UK Government that gave their city regions greater accountability for their actions in exchange for new powers to help encourage jobs and economic growth. Greater Manchester is one


of the city regions in England to


have agreed a City Deal. As Jenny Stewart, a partner


and public sector expert with KPMG, said at the Metropolitan Glasgow


State of the City Economy conference,


Manchester’s experience of City Deal status has been very positive.

Jenny said that the Manchester City Deal, on which she works, had meant the area received £2.6 billion rather than £2 billion in investment planned for the city region.


She also said that for every fi ve jobs that


would have been created by the planned Manchester projects, six were being created under the City Deal.


A further 20 English cities and city regions


submitted proposals to the UK Government as part of the second wave of City Deals. All of these proposals were accepted and details are being fi nalised. The award of a City Deal for Metropolitan


Glasgow is something that would positively benefi t the region’s competitive position. This is particularly the case when major cities in England, which are often our competitors for business and investment, already have City Deals in place and have real power to create economic growth. Developing a City Deal proposal provides opportunities for the rigorous examination and widespread agreement on projects that would add signifi cantly to the economic growth of the city region. An example cited as a possible project that


could be funded under a City Deal is to improve surface transport links between Glasgow International Airport and the city centre.
