Our Councillors


Horsham Rural City Council’s seven Councillors were elected for a four year term through a postal ballot that concluded on 26 November 2008. The next Council election is scheduled for October 2012.


Our Councillors are elected as representatives of all residents and ratepayers within the municipality. The Mayor and Councillors may be approached personally or by contacting the Executive Assistant to the Mayor on ph. (03) 5382 9732.


Mayor Cr Mandi Stewart


Cr Stewart joined Council in November 2008 and was elected as Mayor in December 2011. Cr Stewart stood for Council because she wanted to be a voice for the residents to bring their concerns to Council, and also to be a part of the decision-making process of this great City.


Cr Stewart is the Council representative for the following committees: Australia Day Committee, Business and Industry Liaison Group, Central Activity District Strategy Steering Committee, Chief Executive Evaluation, Environmental Sustainability Committee, Finance Committee, Horsham and Environs Framework for Managing Growth Steering Committee, Horsham North Urban Design Framework, Horsham Outdoor War Memorial Swimming Pool Project Steering Committee, Horsham Town Hall Project Control Group, Libraries Ministerial Advisory Council, Local Learning and Employment Network, Municipal Association of Victoria, Municipal Early Years Plan Project Group, North Western Municipalities Association, Planning Sub-Committee, Police Community Consultative Committee, Regional Cities Victoria, Victorian Local Government Association, Wimmera Regional Library Corporation and Wimmera Southern Mallee Regional Strategic Plan Project Working Group.


Cr Gary Bird


Cr Gary Bird joined Council in 2003 and served as Mayor in 2006-07. Cr Bird believes it is important to work together with fellow Councillors to get excellent results for our City.


Cr Bird is the Council representative for the following committees: Chief Executive Evaluation, Horsham Aerodrome Advisory Committee, Horsham Basketball Stadium Committee of Management, Horsham Heritage Study Stage 1 Steering Committee, Horsham Racecourse Committee of Management, Horsham Recreation Reserve Committee of Management, Planning Sub-Committee, Sunnyside Recreation Reserve Committee of Management, Wimmera Intermodal Freight Terminal Precinct Structure Plan Project Control Group and Wimmera Regional Sports Assembly.


Cr David Grimble


Cr David Grimble joined Council in November 2008 for a four-year term. Cr Grimble understands the responsibility of civic leadership and is committed to representing the whole of the municipality.


Cr Grimble is the Council representative for the following committees: Audit Committee, Central Activity District Strategy Steering Committee, Chief Executive Evaluation, Grampians National Park Roundtable, Horsham Heritage Study Stage 1 Steering Committee, Horsham Town Hall Project Control Group, Mt Arapiles Block Feasibility Project Sub-Committee, North Western Municipalities Association, Planning Sub-Committee, Regional Recreation Water Users Group, Roadside Vegetation Management Plan Implementation Committee, Tourism Advisory Committee, Wartook Valley Strategic Working Group, Western Highway Action Committee, Wimmera Business Centre, Wimmera Intermodal Freight Terminal Committee of Management Delegation, Wimmera Intermodal Freight Terminal Precinct Structure Plan Project Control Group and Wimmera Intermodal Freight Terminal Working Group.
