Illuminated Community Information Sign
As part of their 40th anniversary celebrations, Horsham East Rotary Club has installed a sign, complete with a digital clock, temperature gauge and electronic message board in O’Callaghan’s Parade, Horsham. The sign is a gift to the Horsham community from the club.
The community information sign has the capacity to include Fire Danger Ratings that will allow Emergency Services and other community groups to provide a relevant illuminated message. Controls for the time and temperate are automatic. The fi re danger and other community messages are activated by Council or the Police.

Public Art
Horsham’s public art gained a boost this year with the installation of a new public art piece along the banks of the Wimmera River. The piece “Wimmera – Woven Vessels” was created by artist Michael Shiell and is a broad reference to the historical and contemporary signifi cance of the river to community life. The vessels are created using reclaimed fencing wire from various farms including those aff ected by the 2011 fl oods. This piece was delivered in partnership with the 2012 Art Is Festival.
The Horsham Public Art and Heritage Trail brochure was also launched at the 2012 Art Is Festival. This brochure contains information on 29 sites containing public art and architectural and historical features in the central business district. Copies of the brochure are available at Council offi ces, the Horsham and Grampians Visitor Information Centre, other venues around town and on Council’s website -

Community Development Grants Program
Horsham Rural City Council’s Community Development Grants Program helps groups in the Horsham and district community to make things happen, improve community facilities and work together for more engaged and healthy communities. The maximum allocation per organisation is $10,000, with the majority of successful applications ranging from $500 to $5,000.
The Community Development Grants Program links to the outcomes and key priorities of the Council Plan and the Health and Wellbeing Plan. The program provides funding to support projects, activities and programs under the following health and wellbeing priorities: Social Connection, Physical Activity, Healthy and Liveable Environments, Economic Development and Public Health and Safety.
This year, Horsham Rural City provided Community Development Grants totalling $235,038. Please see page 52 for a full list of Community Development Grants.
