John Martin (from 19 March 2012) Director BE (Agric)


John commenced with Horsham Rural City Council in March 2012. John brings 28 years of engineering experience in infrastructure development, management of major projects and natural resource management to the role. Prior to joining Council, John was responsible


for managing multi-million dollar water infrastructure assets for GWMWater.


Areas of Responsibility: Technical Services is responsible for managing, maintaining and enhancing Council’s infrastructure assets including roads, drains, footpaths and parks. This department is also responsible for waste, emergency and fl eet management and some enterprise services.


Services include: Emergency Management, Engineering, Environmental Management, Fleet Management, Horsham Aerodrome, Horsham Regional Livestock Exchange, Infrastructure, Road Construction and Maintenance, Sport and Recreation and Waste Management.


David Eltringham (until 2 March 2012) General Manager FIE (Aust), CP Eng, Dip (LGMan), Dip (CE)


David commenced at Horsham Rural City Council in 1995 and retired in March 2012. David’s career in Local Government spanned over 47 years. He worked for eight diff erent councils throughout his career.


There were many signifi cant achievements during David’s 16 years with Horsham Rural City Council including an upgrade to the Horsham central business district, the evolution of waste management in Horsham and construction of the $17.75 million Wimmera Intermodal Freight Terminal at Dooen. We sincerely thank David for his signifi cant contribution during his time at Horsham Rural City Council.
