5. COMMUNITY SATISFACTION SURVEY
Council participated in the Community Satisfaction Survey once again this year. The main objectives of the Community Satisfaction Survey are to assess Council’s performance across a range of measures and to seek insight into ways to provide improved or more eff ective service delivery.
Local Government Victoria has introduced methodological and content changes to the Community Satisfaction Survey this year, to provide the sector with more reliable and meaningful results, to inform decision making and support strategic planning. For this reason, direct comparison with Council’s previous Community Satisfaction Survey results is not possible.
In the 2012 Community Satisfaction Survey, Horsham Rural City Council recorded an Overall Performance Index Score of 62. This result is slightly higher than the average of 60 recorded State-wide and in the Rural Cities and Regional Centres group.

6. COMMUNITY CONSULTATIONS
Horsham Rural City Council continues to place a strong focus on community engagement and consultation and this is demonstrated in the excellent result achieved in the Community Satisfaction Survey conducted in June 2012.
A standardised reporting template for Council reports was introduced this year which includes a section on community consultation. This ensures that consultation is considered as part of Council’s decision-making process. Fortnightly consultation evenings are also held to enable community members to meet with Council to discuss a variety of issues.
A series of community asset meetings were held across the municipality throughout the year. These meetings provided an opportunity to discuss community assets such as halls, roads, etc, and were very benefi cial in assisting Council to develop Asset Management Plan priorities.
Extensive community consultation has occurred in relation to a broad range of Council projects including: the Horsham Town Hall/Art Gallery Redevelopment, Natimuk Community Centre, Wimmera Intermodal Freight Terminal, Public Art Policy, Horsham Youth Park Stage 2, Cultural Voice Project, Horsham Entrance Sculpture, relocation of the Roberts Avenue Kindergarten and Maternal and Child Health Centre and Community Local Law Number 3.
Input from the community, business sector, service providers and staff was also actively sought on the Council Plan review, community plans and other Council plans via community meetings, one-on-one interviews and surveys.
