last two budget cycles), we are now facing a huge deficit in the upcoming budget of between $600 and $900 million dollars. Some of you may be say- ing to yourself, how could this be? When just last week Governor Lynch re- ported the state had a $70 million surplus. Don’t be fooled once again by the Lynch administration’s funny money account- ing, better known to the average taxpayer as fiscal political spinning.
