Cutting the fear as well as the risks of crime
A look at the Secured by Design and Secured Station schemes S
ecured by Design (SBD) is the official UK police flagship initiative supporting the principles of ‘designing out crime’ via the use of
high level security products and processes. While it focuses on crime prevention for homes and commercial premises, the principles of Secured by Design can be applied to the rail industry.
Secured by Design looks at the overall design and architectural features of a building or proposed development, as well as the surrounding environment, identifying factors that can influence or generate crime and applying measures that will assist in reducing it. The architect or developer is then made aware of the risks not only of crime itself, but also of the fear of crime. SBD also identifies the physical security
measures and associated technical standards and evaluations that indicate a realistic resilience to criminal attack, awarding ‘Police Preferred Specification’ to products that have been successfully tested against those standards. By choosing SDB-rated security products, operators and end users can have confidence that these solutions provide the best chance of preventing and reducing crime. Typical standards include the Loss Prevention Standards (LPS) and British Standards (BS). In the rail sector LPS:1175 encompasses items like access covers, security cages, doors, window systems, grilles, shutters, roof-lights, secure roofing, and cycle storage. Ratings run from general commercial risk though to high risk, and extreme risk, with relevant increased attack test times, in line with the different crime risks posed by each infrastructure type. Lock designs, meanwhile, are covered by the updated BS 3621:2007+A2 2012, BS 8621: 2007+A2 2012, and BS 1061:2007+A2 2012 for single point locks, and PAS 3621:2011 and PAS 10621:2011 for multi-point locks. Secured by Design is a national project and works with Crime Prevention Design Advisors, specialist crime prevention staff. They provide free advice with suggestions for improvements. By incorporating into the build, operators and developers are entitled to use the SBD logo to demonstrate they have designed out crime. British Transport Police (BTP), in
partnership with the Department for Transport operates its own Secure Station

scheme, which is guided by SBD principles in terms of good design and management of areas, and recommendation of accredited products. Many of the projects in rail are for the refurbishment of stations so BTP factor in design measures such as lighting, fencing, lines of sight and also management such as CCTV and rapid response in emergencies when planning these upgrades. BTP also carry out an independent passenger survey to see whether passengers actually feel safe at the stations and provide evidence of low crime rates over a sustained period. More than 1000 stations across the UK
are accredited under the Secure Stations scheme, including the London Underground, with BTP embedded in projects nationally where stations are being refurbished or having remedial work done. The impact of crime on this industry can
be crippling, as metal theft has shown. It’s a similar scenario to the Olympics where all legacy buildings started off with SBD and then continued onwards to counter terrorism and other security specifications. Research conducted into SBD’s effect on crime for domestic housing shows that it
reduces crime by up to 75 per cent, and while levels of crime for the Secure Station scheme have to be relatively low to allow the station to be accredited, a recent independent RSSB-funded research project has shown that Secure Station interventions along with the Safer Parking Scheme (another of the SBD family of awards) do reduce crime. A project carried out by the University of Leeds and the University of Huddersfield shows that this yields benefits to existing users of the service but can also encourage greater patronage of the network.
A further recommendation that came out
of the study is to encourage the rail industry to communicate better when it receives the Secure Station and Safer Parking Awards as this would help motivate staff, deter criminals and further improve customer perceptions which could also lead to greater use of the network.
