‘Bet Dec’ promotion raises funds
London Irish flanker Declan Danaher helped raise £556.50 for youth charity The Prince’s Trust last season thanks to the Aviva Premier- ship side’s betting partnership with BETDAQ, who gave him a £25 stake for each home game. “As the official charity partner of London Irish we are proud to work closely with The Prince’s Trust,” said Danaher. “I had fun with the column last season - especially the decent win on the Arsenal game - and it’s fantastic that, along with BETDAQ, we’ve been able to support the Trust in this way.”
An international convention on betting integrity in two years?

he lead official at the Council of Europe (CoE) has confirmed that the organisation is seeking
to gain member state agreement to an international convention on match-fixing and betting over the next two years. It will apparently also be open to non-European states with the CoE planning on establishing a global convention in five years. A CoE proposal effec- tively banning betting sponsorship of sport was previously removed following industry lobbying, but the most recent policy text contin- ues to refer to possible restrictions on bet types - no evidence has been advanced to support this.
ESSA has had some success in amending the recommendations emanating from the European Com- mission’s working group looking at match-fixing and betting integrity. However, in line with the CoE, ref- erence to possible restrictions on bet types along with establishing legally
binding agreements between sports and betting opera-
tors to protect integrity remain. The Commission has also launched a tender for a study on sports organ- isers’ rights including those relating to betting.
Protecting the integrity of sport is one of three key issues which the European Commission will address in its autumn response to the Green Paper process according to Com- missioner Barnier. In a speech at the European Parliament, he stated that the EU needed to ‘guarantee effec- tive cooperation between the national regulators, online gam- bling operators and sports federa- tions to prevent match fixing. We also have to consider minimum rules on conflicts of interest, perhaps with a ban on certain types of gambling or the creation of more rigorous control systems’. Commissioners Barnier and Vas- siliou support the CoE’s work on integrity and that institution’s move towards an international conven- tion. The European Lotteries Asso- ciation also supports this approach

and has stepped up its lobbying ahead of the Commission’s formal response by publishing a policy document advancing its views on sustainable gambling. This includes action to protect the integrity of sport with restrictions on certain forms of gambling such as spread and exchange betting and on bet types, most notably in-play. Again, no supporting evidence has been advanced.
Commonwealth sports ministers met to discuss betting integrity and match-fixing shortly before the start
of the Olympic Games with Aus- tralia promoting its approach which is similar to the French sports right. Hugh Robertson, UK minister for sport, hosted the event in London with the meeting Communique endorsing international collabora- tion and support for the ‘work being undertaken by appropriately man- dated international organisations’ and ‘affirmed their commitment to take action alongside these agen- cies’, which presumably refers to the CoE and EC, amongst others. In highlighting its concerns
about
the regulatory
costs
imposed by the British Gambling Commission and its increasing focus on protecting sports, the UK Parliament’s CMS Select Commit- tee report on gambling has stated that integrity should be ‘the responsibility of the sports’ gov- erning bodies’. UK sports have recently launched a betting code and integrity website to assist sports governing bodies nearly two and a half years after the Parry report recommended action in this area.
