Cheshire West and Chester Council spearheads growth in the Borough


Cheshire West and Chester is strategically located between Liverpool and Manchester and includes the historic city of Chester, industrial town of Ellesmere Port and a number of key locations including Northwich and Winsford.


Chester has firmly established itself as a financial centre of excellence with the likes of Marks and Spencer Money, Bank of America and Virgin Money being located on Chester Business Park.


The industrial town of Ellesmere Port has a well-established manufacturing base, with Essar and Vauxhall representing the chemical and automotive industries.


The area is developing a strong energy cluster with a number of new investments at the Peel led Protos development including a Bio mass facilty and Bio substitute natural gas facility.





Mid Cheshire has a diverse offer with advanced manufacturing being a strong sector.


The area is home to the likes of Jiffy packaging, Roberts Bakery, Rolls Royce Defence and Advanced Medical Solutions.


With access to more than two million people within one hour’s drive, the potential for these large companies and the many SMEs to grow further is strong.

Growth is a key priority for the borough, which is demonstrated by the Council’s major investments in town centres and key industrial locations.

The Council has spearheaded a number of development programmes including:





Securing an anchor tenant Tiger Trailers at Winsford Industrial estate. With an investment value of £20 million, this is part of a £5 million infrastructure scheme to open up 30 hectares of land for manufacturing businesses. Winsford is already home to major employers including Rolls Royce Henkel , Jiffy Packaging International Paper and H and M distribution.


Successfully attracting a number of national and independent retailers to the Council-led Barons Quay development in Northwich, bucking the national downward trend in high streets. A number of new tenants have signed, including River Island, Sports Direct, and Cheshire Farm ice cream and Bear coffee have added to the existing food and beverage offer of Wildwood and Barons Quay Social.


Redevelopment of brownfield land in Ellesmere port has included a £70 million investment from German-owned cardboard manufacturer Pro Group, with the commencement of a second phase supply park commencing in 2020.


The former Cheshire West headquarters building in Chester has welcomed Admiral Taverns which has taken over 7000 sq ft of space within this prestigious city centre location alongside Knights solicitors and Chester Racecourse Company.


The Council’s commercial property portfolio has also seen increased activity with the letting of a 26,000 sq. ft building to specialised couriers Topspeed from Knutsford and the completion of an EU-funded workspace programme, which saw over 30,000 sq ft of new workspace being created in Northwich, Winsford and Chester.
