Lancashire Enterprise Partnership


Central Lancashire (comprising Preston, South Ribble and Chorley) is a single housing market area which functions as one integrated local economy and travel to work area. It sits within Lancashire, the second largest economy in the North West, with over 52,000 businesses generating over £30bn a year.


The councils have a long history of working in partnership to inform land use and deliver strategic objectives and we are currently developing a new Local Plan for Central Lancashire to create good quality places to live, work and relax over the next 15 years. The plan will include strategic policies for determining development and will allocate sites.


Central Lancashire’s urban core is surrounded by attractive scenery, open space and public parks. With a growing population and a range of sectors operating in the area, we have already attracted significant investment, including the £450million Preston, South Ribble and Lancashire City Deal, which is funding new and improved transport infrastructure and public realm enhancements.


The City of Preston is the main commercial and retail centre which also has a high quality cultural and entertainment offer. It has a large and successful university (UCLAN) investing £200million into the city, and has the potential for accommodating HS2. In Chorley, the new 3,700sqm Strawberry Fields Digital Hub provides a unique offer for digital and creative enterprises with superfast connectivity and on-site business support.


The £15million Market Walk extension in the town centre has also provided new high-quality leisure and retail facilities. In South Ribble, Samlesbury Enterprise Zone is a key development site, focusing on new and emerging market opportunities and cutting-edge technologies.

The Local Plan will be subject to sustainability appraisal with quality of life, climate change and the green agenda all central to the plan. We want to create a sustainable environment where businesses thrive and grow, new development delivers community benefit, the workforce is skilled, and people want to live.


We are keen to engage with all stakeholders throughout the process. Following on from our initial Issues and Options consultation in late 2019 to early 2020, our next consultation will be our ‘Preferred Options’ in mid-late 2021. Adoption of the Local Plan is anticipated late 2023.
