Phasing out direct payments is one part of the transition. Existing
agri-environment schemes will also be phased out and a new approach introduced; the introduction of the Environmental Land Management Scheme (ELMS) is likely to be the basis for post-Brexit agricultural payments. ELMS will reward farmers and land managers for managing their land in a way that will deliver against key 25 Year Environment Plan goals. Some core elements of this scheme will start to be rolled out in 2022 and it will be fully rolled out in 2024. Although some details about the new scheme have been released, significant gaps remain and we are not currently in a position to calculate the potential opportunities from ELMS even as BPS reductions are set to begin.
EU WORKERS Many UK dairy farmers have experienced difficulty recruiting farm staff. A Royal Association of British Dairy Farmers (RABDF) survey in 2016 highlighted that 56% of respondents had employed staff from outside the UK in the previous five years. The majority said the use of EU labour had been a successful option for their farm, citing ‘willingness to work’ as the reason why they employed EU labour when faced with insufficient UK staff availability. Employers and employees from EU will need to be mindful of
new rules; freedom of movement between the UK and EU has ended and the UK has introduced an immigration system. From 1 January 2021, anyone from outside the UK (excluding Irish citizens) seeking employment in UK will need to meet certain requirements and apply for permission first. This means that EU citizens moving to the UK to work will need a visa in advance. The new system does not apply to EU, EEA or Swiss citizens
employed and living in the UK before 31 December 2020. They and their family members have until 30 June 2021 to apply to the EU Settlement Scheme to continue living in the UK beyond that date.

regain some semblance of the ‘normality’ that we all crave in 2021 but as I write this, England has just entered Lockdown 3.0 with similar restrictions applying in Scotland, Wales and Northern Ireland. All I can say now is “Stay Safe” in 2021 and I hope for some more positive COVID-19 news in my next column.
