Jonathan Leach looks at the new horizon for yacht registration that is flexible and solution focused


It was the frustration experienced with other registries, outdated safety codes, and frequent poor service that led Jonathan to approach the Tuvalu Ship Registry to see if there was a fairer and better way to achieve yacht registration and operating certificates.


Jonathan explains, “The Tuvalu Ship Registry has an attractive flag and efficient office. They were very supportive of our proposals, but had limited experience or document infrastructure for yachts, having relied on Classification Societies to do all of this for their ship fleet. This meant we had to create all new trading certificates and associated survey documents. A new Yacht Safety Code was created, so all the survey forms had to mesh with that. In short, it was a total revision of how yachts (especially Commercial and Dual Purpose Yachts ) can be operated safely with a pragmatic approach to historically difficult areas where legislation was related to cargo vessels and the controlling influence of Classification Societies.”


Part of the revision was to assess what the yacht owners and managers really wanted from their registry.

onathan Leach is the Yacht Fleet Manager of the Tuvalu Yacht Registry, which is the yacht dedicated section of the Tuvalu Ship Registry established 16 years ago. The

The yacht section is based in the United Kingdom and operated by Blue Ensign Ltd, who are IMO registered and full members of the British Marine Federation and UK Superyacht since 2007. Jonathan apprenticed as a traditional Shipwright, working for Camper & Nicholsons, Berthon Boat Company and the Ministry of Defence before training as a yacht Surveyor. He now has over 25 years of experience as an authorised MCA Surveyor and with several other flag states and has undertaken hundreds of yacht surveys on all types of construction.

A fast service, including assistance out of hours, weekends and at holiday times was important. Also, because of the recent Panama Papers issue, the security and privacy of the beneficial owners was very important. Captains wanted surveys to mesh with their schedule and not affect or interrupt their charter season or cruises with the boss on board.


Also, as a part of the revision we asked why certain registries were chosen over others. Quite a number of the replies revealed that the registry was suggested by the lawyer charged with completing the paperwork when the yacht was purchased, and setting up an ownership structure. They tend to recommend certain registries simply because these are the ones they have always used and frequently do not consider other factors important to the owner, manager, or captain.


Jonathan continues, “The complete process has been dismantled and rebuilt, meaning that registration is fast and simple. Provisional registration can be achieved in just a few days and lasts for six months, which given the present Covid problems allows a generous amount of time for the surveys to be completed. It is most important that the registration and surveys are all coordinated from the one European office, meaning just one point of contact for all communications and advice, even out of normal hours. We are always seeking to offer solutions rather than problems, and we offer several packages to make life easier.”
