PERU Manipulación deportiva llevaría hasta 8 años de prisión
La Comisión de Justicia y Derechos Humanos, presidida por Flavio Cruz Mamani, aprobó dictámenes que incluyeron incorporar en el Código Penal el delito de “fraude o manipulación de resultados en competencias deportivas oficiales”, con el objetivo de sancionar el amaño de partidos de futbol en el país.
La comisión aprobó con 19 votos a favor, 0 en contra y 2 abstenciones el dictamen que incorpora el artículo 197-A al Código Penal. La propuesta sanciona con penas de hasta ocho años de prisión el fraude o manipulación de resultados en competencias deportivas oficiales, especialmente cuando los actos estén vinculados a apuestas ilegales o cometidos por actores directos del deporte.
El impulsor de la iniciativa, Segundo Quiroz advirtió: “El proyecto presentado tiene como finalidad incorporar al código penal el delito de fraude en los partidos de fútbol profesional, ya que esto constituye una amenaza real contra la integridad del deporte”. Alejandro Muñante agregó que la figura penal es de mera actividad, pues sanciona incluso la promesa o aceptación de ventajas indebidas con el fin de alterar un resultado. Por su parte, el presidente de la comisión resaltó que la tipificación permitirá al sistema judicial investigar y sancionar con mayor claridad este tipo de conductas.

Sports Fraud will carry prison sentences of up to 8 years
The Justice and Human Rights Commission of the Peruvian Congress, chaired by Flavio Cruz Mamani, approved a bill that incorporates sports fraud into the Criminal Code, punishing the manipulation of results in official competitions with prison sentences of up to eight years.
The proposal, which passed with 19 votes in favour, 0 against, and 2 abstentions, introduces Article 197-A into the Criminal Code to safeguard the integrity of sport. The law targets not only completed acts but also the promise or acceptance of undue advantages to alter results, particularly when connected to illegal betting or carried out by individuals directly involved in sports. Congressman Segundo Quiroz, who spearheaded the initiative, stated: “The bill aims to incorporate into the Criminal Code the crime of fraud in professional football matches, as this represents a real threat to the integrity of sport.” Meanwhile, Alejandro Muñante highlighted that it is a crime of mere activity, meaning even the intention or promise to manipulate results can be punished.
Commission president Flavio Cruz emphasized that the new legal definition will enable the judicial system to investigate and sanction these practices more effectively, ensuring greater clarity when addressing manipulation in sport and its connection to betting activities.
With this approval, Peru aligns with regional and international efforts to combat sports manipulation and its ties to illegal betting, reinforcing transparency and credibility in professional sport.
