INTERVIEW – YURI GUERRA

Yuri Guerra reconfirms Regulator’s commitment to gaming industry and Peruvian society

Ricki Chavez-Munoz spoke to one of the most experienced regulators of the gaming industry, Yuri Guerra, Chief of Peru’s General Directorate of Casino Games and Slot Machines (DGJCMT).

Ricki Chavez-Munoz: It may be said that regulated gambling in Peru came of age about 16 years ago under the process to bring order to casino and slot operations, with full DGJCMT commitment to investors, operators and society, through responsible regulatory efforts. Could you give us a comment on this issue?

Yuri Guerra: Since I was named to the position of Director General, we have been working hard in order to meet the institutional goals and, more importantly, taking into consideration that it was necessary to take charge of the formalization of the operation of remote gambling and sports betting activity in the country.

As part of our management process, DGJCMT has as a priority the continuation of being considered internationally as one of the best regulators in the gaming industry; setting up a solid and totally compliant industry, which generates income for the Peruvian State and a source of employment. To this end, we maintain an informative relationship with gaming sector enterprises and businesspeople, so that as an industry regulatory body any problems of the gaming industry become known first-hand. That experience enables us to process any necessary modifications to be made to the current regulations.

RCM: It is worth adding that the DGJCMT’s regulating work has placed Peru as one of the leading countries in the world in the Gaming sector, based on consistent compliance work and close monitoring of regulated gambling with vision and integrity. In your new capacity as Director General, can you tell me if you have devised a new work plan to sustain this position? YG: The management in my charge is committed to ensuring that the DGJCMT continues to be considered one of the best regulators in the

gaming industry. To this end, there are plans to update rules that regulate the sector, as well as adopting all Directives that complement the application of the current regulations, so that our legislation is maintained at the forefront and is not an obstacle to the introduction of new information technologies applicable to the gaming sector. DGJCMT is totally committed to being awarded different certificates related to its internal management systems, and in this sense it has been granted the ISO 37001 Certification:

Anti-Bribery Management Systems and soon intends to implement ISO 9001: Quality Management Systems, also. Additionally, there is a training plan implemented for regulatory personnel to enable specialist personnel to gain further knowledge on matters related to the gaming sector.

RCM: Sports betting in Latin America has undergone a transformative change and is now emerging as a great catalyst to promote both
