unque parezca mentira, no todas las noticias de la región conciernen a Brasil, sin embargo, por estos días el mundo del juego digital parece apuntar hacia este gran país, y las noticias dicen cada vez más, incluyendo un reporte enviado por Vinicius Vieira, asesor de prensa y comunicaciones de Press FC, donde según estimaciones de la Asociación Nacional de Juegos y Loterías (ANJL), el fisco debería generar R$ 20 mil millones – unos US$3.400 millones - en impuestos y tasas a partir de 2025, consolidando al mercado brasileño del juego como el más grande de América Latina, además de estar entre los tres o cuatro más relevantes, a nivel mundial.
Y esto, aun sin el juego presencial, que tiene soporte del Gobierno del presidente Lula, quien haría todo el esfuerzo para que la legislación de casinos de juego, que se encuentra estancada en el Senado, pueda avanzar para su debate y votación por el Pleno. Esto tuvo adicional soporte durante el desayuno de lanzamiento de la Guía de Inversiones de Brasil, realizado durante el congreso de turismo FITUR de Madrid, donde el Ministro de Turismo Celso Sabino habló sobre temas como el entorno de negocios para los inversores extranjeros en Brasil, y especialmente sobre la posible legalización de los casinos en hoteles de complejos turísticos integrados, indicando que el proyecto de ley de casinos debería ser sancionado por el presidente Lula en el primer semestre de este año, después de su votación en el Senado.
Sin embargo, no todo es color de rosas en Brasil, donde el Supremo Tribunal Federal ha reiterado la orden a la Lotería del Estado de Río de Janeiro (Loterj) y al Estado de Río de Janeiro para que dejen de recibir apuestas deportivas que provienen fuera de su territorio, lo cual reportamos líneas abajo.
Pero, la nota mala para la región proviene de
Bolivia, donde el presidente de la Federación Boliviana de Fútbol (FBF), Fernando Costa, ha advertido que delincuentes en apuestas deportivas ilegales siguen operando con el consecuente peligro del amañe de partidos de futbol, y provenientes “desde el extranjero, es por eso que necesitamos el apoyo de la Fiscalía General del Estado», para llevar adelante una temporada transparente”. Y no solamente del estado, ¡sino también de la FIFA!
Y así llegamos a la nota incierta que llega del Ejecutivo peruano con la modificación de la tasa del del Impuesto Selectivo al Consumo (ISC) aplicable a las apuestas deportivas y juegos por internet, reduciéndolo temporalmente del 1.00% al 0.30% por seis (6) meses, hasta el 30 de junio 2025, y según el doctor Nicolás Samohod Rivarola, experto en legislación de

However, these days the world of digital gambling seems to be pointing towards this great country and the news says more and more, including a report sent by Vinicius Vieira, press and communications advisor of Press FC. According to estimates by the Brazilian National Association of Games and Lotteries (ANJL), the local treasury should generate R$ 20 billion – about US$3,400 million – in taxes and fees starting in 2025, and consolidating the Brazilian gaming market as the largest in Latin America, in addition to being among the three or four most relevant worldwide.
All this without even land-based gambling, which has the support of the Government of President Lula who is prepared to make every effort so that the casino gambling legislation, which is stalled in the Senate, can advance for debate and vote by the Plenary. This point was further enhanced during the launch of the Brazil Investment Guide, held during the FITUR tourism congress in Madrid in January, where Minister of Tourism, Celso Sabino, spoke about topics such as the business environment for foreign investors in Brazil, and especially about the possible legalization of casinos in integrated resort hotels, stating that the casino bill would be sanctioned by President Lula in the first half of this year after its vote in the Senate. However, not everything is hunky dory in Brazil, where the Federal Supreme Court has reiterated the order to the Rio de Janeiro State Lottery (Loterj) and the State of Rio de Janeiro to stop receiving sports bets that come from outside their territory. But the really bad case for the region
comes from Bolivia, where the president of the Bolivian Football Federation (FBF), Fernando Costa, warns that illegal sports betting criminals continue to threaten, with the consequent danger of fixing soccer matches, and coming “from abroad, is why we need the support of the Attorney General’s Office,” to carry out a transparent season.” And not only from the local authorities but also from FIFA! And so, we arrive at the uncertain issue coming from the Peruvian Executive with changes to the Selective Purchase Tax (ISC) rate applicable to sports betting and online games, which has been temporarily reduced from 1.00% to 0.30% for six months, until June 30, 2025.
