Plenary. As this did not happen before the end of the year, 2018 also looks best for this gaming legislation bill moving forward. However, the sticking point here is that House Speaker
Rodrigo Maia is only willing to include the urgency request if the bill seeks the legalization of casinos only. Lenzi, says: “The vote on the urgency request appears to be far from happening and the main reason for this is because there is no consensus about the gambling types to be legalized. The members of the Parliamentary Front for the Approval of Gambling understand that all kinds must be legalized. However, Speaker Maia maintains his position for the approval of the legalization of Casinos only.” Lenzi, added: “The best thing to be done is to postpone
any possible vote of PL 442/1991 until there is consensus between the Deputies, aiming to have a larger possibility of approval when the vote happens. Still, this year has been one of great development for the legalization of gambling. A lot has progressed on the many legalization possibilities, and we are sure that 2018 holds a great deal of good things about gambling legalization, whether it is the approval of all gambling types, a few or only one.”
P ARA GU A Y Comptroller against regulator’s tender decision S
oon after the Comisión Nacional de Juegos de Azar (Conajzar) decided to award the sports betting business in Paraguay last December to Daruma Sam
S.A., to operate the million-dollar business under the brand name Apostala, protests followed against the arrogant decision by the gaming regulator in the South American country. The process that began in controversy ended in scandal as the other bidder standing out of ten, Jockey Club of Paraguay (JCP) was also ruled out by Conajzar. JCP officers have declared that it will pursue the matter in the Courts owing to the very questionable decision taken by the gaming regulator. Ilse González, Director of public contracts at the Republic
General Comptroller’s Office, said about Conajzar actions “It is a very sad fact,” and failed to hide her annoyance over the situation. She added, “All the same, the Comptroller’s Office will issue a decision on that matter even though (Conajzar) has already declared the winner”. Commenting on the situation, Enrique García the Comptroller General (CG), declared that if Conajzar persisted in continuing with such a caricature of a tender for provision of the sports betting monopoly in Paraguay, “It would be a new cowardly attack on the institution”. Prior to the opening of tender envelopes, the CG had requested the suspension of the bidding process in order to carry out an audit of the process and issue recommendations, which would be binding. However, Conajzar ignored CG’s request and carried on with the questionable
