Report says Joshua need not have died
Joshua’s registered child minder, was asked to act as a babysitter in her own
THE death of Clitheroe toddler Joshua Massey- Hodgkinson (pictured) could not have been predicted, but it is pos sible that it could have
been prevented. That was the stark con
clusion of the report by the Lancashire Area Child Protection Committee into the death of the 19- month old child who drowned in a bath at the home of his Sabden child minder in April last year. Yesterday the family
claimed that Ofsted had “publically admitted cor porate responsibility” for Joshua’s death during a TV interview, and said that the family was now seeking legal advice. The serious case review
report states that Ofsted had been warned that reg istered childminder Wendy Barlow had a
drink problem, by her health visitor in 2002. She is currently serving a three-year sentence tor manslaughter. The report has recom
mended tighter regula tions and guidance for agencies working with childminders after it was revealed tha t Barlow s self-reported drinking problem was not properly investigated before she was registered. Key findings of the

CONCERNED residents in Clitheroe say they are living in fear after two dogs attacked a schoolgirl

Kaitlyn "Whitaker (five), of Siddows Avenue, was playing with friends at a neighbour’s house when she was allegedly bitten on the right knee by one of the two Staffordshire bull ter
riers. The dogs, which were not on a
lead, then went for the 10-month- old family pet Jack Russell playing at the rear of the property. The incident, which happened
between 8-30 and 8-45 p.m. on Sun day, has terrified residents in the area, who are now demanding that the dogs they describe as vicious are
destroyed or taken away. Mrs Katrina Stone (32), of Sid
dows Avenue, described the horrify ing moment the dogs pounced. “I had invited a few friends round and there were about eight children from the neighbourhood, including rny three young daughters, playing in the garden with Jack,” she said. “Suddenly, we heard the girls
screaming and by the time we got to the garden, we saw two huge Staffordshire bull terriers viciously
attacking Jack. “We ivere absolutely horrified and
the girls couldn^t stop screaming because they were so frightened. Kaitlyn was shaking with fear and had been bitten on the knee. She had got in the way of the dogs as
they went for Jack.” The injured pet was rushed to
Mearley Veterinary Group, Holden Street, Clitheroe, where he was
operated on. He is now recovering at
home. I t is claimed that the two loose
dogs belong to a resident of Seedall
Avenue, Clitheroe. Sgt. Ian Kirk, of Clitheroe polico,
said two officers had been called to investigate the incident on Sunday and described the investigation as ongoing. He added he was unable to disclose information regarding the
