GREEN LIGHT FOR DIABETICS: DfT REVISED BEST PRACTICE SETS PARAMETERS


Many people have been awaiting the issue of the Depart- ment for Transport’s revised Best Practice Guidance for some time. This document has now been pub- lished, and can be accessed on the internet:- http://www.dft.gov.uk/ pgr/regional/taxis/ bestpractice/


There are a number of small and varied amendments to the original document, which came out in October 2006. But the most acceptable piece of information contained within the document is that dia- betic drivers on insulin will continue to be able to be licensed as taxi and PHV driv- ers under the C1 driving licence rules. drivers out there who are already on insulin who will be very relieved to hear this information. But there are even more diabetic drivers out there who at the moment are tak- ing pills and are concerned that, in the fullness of time, the chances are that they also may have to go on insulin and run the risk of losing their taxi/PHV licences. It is accepted by most that the DVLA C1 licensing regime for diabetics is not the easiest in the world; it requires a lot of effort on the part of the driv- ers to protect their licence, which has to be renewed every year. But that is a lot better than sitting at home staring at the walls. This excellent safety net was originally


under question on the basis that some med- ical quarters had said that the practice should cease. Fortu- nately it has not. This C1 licence exemption was originally institut- ed by the associations representing the fire brigade, but it now looks here to stay for our industry as well. We are aware that there are drivers out there who are diabetic and have not dis- closed this to the DVLA or their local authority, probably for fear of losing their licence. This should now change: Follow the rules and carry on working; ignore the


rules and guarantee that in the fullness of time you will indeed lose your licence. We at the National Association are very pleased to receive these new guidance notes, for whilst we are unable - like every- body else - to encourage the Gov- ernment to change our pathetic legislation for something better, the BPG in our experience have smoothed a lot of problems, particularly at court, where both Justices and Judges have taken the Best Practice Guidance as being a clear indicator of the Government’s intentions.
