2020 Southern Region Faculty Award Association of Community College Trustees (ACCT)


DR. ROBERT GILMER | Chair of the MTC Humanities Department


Each year, the ACCT recognizes community college leaders who make a positive impact in higher education and communities. Gilmer is a former Adjunct Faculty of the Year at MTC and worked closely on the college’s new Quality Enhancement Plan (QEP). As a leader in the QEP, he created a “virtual backpack” that helps students prepare for success when taking online courses. Most recently, Dr. Gilmer led the way as MTC transitioned to alternative teaching methods during the start of the COVID-19 pandemic.

JOSEPH BIAS | MTC General Counsel


Members of the South Carolina Bar voted Bias onto the list in the education category. Outside of his legal work for the college, he has volunteered as an attorney coach for middle and high school mock trial teams for more than a decade. At Richland Northeast High School, he teaches students about the legal system, public speaking and courtroom presentation skills. He also prepares students for the South Carolina Bar’s Mock Trial competitions.

DIANE SUMPTER | MTC Commissioner


“Diane is a strong voice for the community support of minority entrepreneurs and businesses,” said Midlands Technical College President Dr. Ron Rhames. “As an MTC Commissioner, she reinforces our commitment to pursue fair and equitable practices throughout our institution that strengthen the regional economy.” Sumpter has served on the commission since being appointed in 2009. She served as Treasurer from 2015-2017 and is the current chair of the Government Relations Committee.
