LAYERED SECURITY
Security should be a multi-layered approach allowing several security “hurdles” or “stops” to prevent breaches. Each layer should be increasingly secure and provide more safeguards. Furthermore, the layers should provide different technical and personnel checks and balances to provide maximum security, effectiveness.

Prior to 9/11, most anyone without a blatant criminal past could be involved with some part of aviation. Since then, there are an ever-increasing list of procedures, checks, and balances to provide safe and secure air travel.
The U.S. Transportation Security Administration is working toward a variety of checks and procedures to ensure another 9/11 will never happen again.
For some operations, fingerprinting and background 13 Business Aviation & Personal Security
checks are required; however, many facets of aviation have no requirements, therefore no methodology to conduct comprehensive checks on an individual’s character, criminal past, credit history, or credentials.
Parts of the new security protocols will encourage checks on a person’s history and background to look for potentially compromising behaviors.
The checks are designed to point out a lack of consistency in employment history, financial and credit problems (or hardships), and lapses in verifiable credentials. The TSA has developed several lists of names with questionable backgrounds, that may disqualify some from working in the aviation industry.
Security protocols call for background checks for employees to be performed initially prior to work assignment, and every five years thereafter. For contract employees, backgrounds should be checked prior to initial work assignment, and every two years thereafter.
Credentials (education, training, pilot certificates, licenses, etc.) must also be reviewed and verified prior to beginning work.
Security protocols also recommend ongoing vigilance in observation of others, including monitoring physical and mental states of health. This security protocol includes crew as well as passengers!
