SCENARIO PLANNING
Special Social Interest, and makes other arrangements. From this premise, and considering that the CAB could vary from 1 to 5, the result of the projection of the construction potential of the HMOB land would allow situations with expressive amplitudes. The design conception by scenarios
allowed studying and learning about alternatives and possibilities for collective discussions with the HMOB Master Plan Follow-up Commission. If it is also considered that there is no
institutional body that coordinates the diversity of norms, legislation, technical recommendations, and other formal procedures specifically referring to obstetric centers, certainly the organisation of such references can be, in itself, an activity of relevant interest . The solutions in three possible
scenarios are presented below, based on local demands, the availability of land for construction, the availability of building legislation in the city of Belo Horizonte and, above all, the technical conditions that the knowledge of planning complex hospital structures allowed.
8.1 Scene 1 It considers the application of the current urban legislation of the Municipality of Belo Horizonte, with no perspective of growth in the built area and meets the norms and requirements of the National Health Surveillance Agency (ANVISA) of Brazil. Use the following assumptions: l Establishes the assumption of maintaining the original architectural design and location of the Emergency Care Unit (24-hour UPA) on the land located between Rua Saldanha Marinho and Rua João Carvalhais de Paiva.
l Defines Rua Saldanha Marinho as an internal service route.
l Adjusts the HMOB to municipal building legislation and health surveillance requirements.
l To meet legal needs, it establishes the reduction of 109 beds.
8.2 Scene 2 Establishes the assumption of maintaining the original architectural design and location of the Emergency Care Unit (UPA 24 hours) on the land located between Rua Saldanha Marinho and Rua João Carvalhais de Paiva. Use the following assumptions: l It maintains the number of beds that currently exist, except in the obstetrics and maternity services.
l Limits the use of Rua Saldanha Marinho for public road traffic, transforming it into a service street, pedestrian circulation and with important landscaping treatment.
l Construction of a vertical blade (tower) at the Emergency Service site, with

8.2 Scene 2. restructuring of the existing building.
l Construction of a specific parking garage building and demolition of the triage building.
l Organisation of the internal flow with the implementation of vertical circulation through the installation of two new elevators and stairs, for patients and visitors, in the access through Avenida José Bonifácio. These elevators will allow the circulation of stretchers, equipment and furniture, in addition to the other users of the hospital, connecting the three existing floors to the other floors of the projected vertical blade (tower).
8.3 Scene 3 This scenario changes the location of the buildings intended for the Emergency Care Unit (UPA 24 hours) and the Maternal-Infant Unit (Maternity). The respective buildings should occupy land that will allow greater compatibility with their functions and with the respective need for logistical support and hospital infrastructure. The facilities of hospital facilities should be adjacent to the projected maternity, enabling a reduction in financial investments and qualification of maternal and child care with the
provision of highly complex beds in labour and birth care. Use the following assumptions: l Limits the use of Rua Saldanha Marinho for public road traffic, transforming it into a service street, pedestrian circulation and with important landscaping treatment of socio-cultural interest also for the community.
l The projected car parking spaces will be contemplated in the maternity building. Therefore, there will be no need to build a specific garage building.
l Restructures the organisation of the internal flow with the implementation of vertical circulation through the installation of two new elevators and stairs, for patients and visitors, in the access through Avenida José Bonifácio. These elevators will allow the circulation of stretchers, equipment and furniture, in addition to the other users of the hospital, connecting the three existing floors to the other floors of the projected vertical blade (tower).
l Reorganisation of the access flow to the HMOB Emergency, promoting adaptations for reception, reception, control and other assistance procedures through the social hall.
