TECHNICAL GOVERNANCE DANIELA PEDRINI – PRESIDENT; GIANLUCA BORELLI – SCIENTIFIC SECRETARY, S.I.A.I.S., ITALY
Effective and efficient organisation models
Daniela Pedrini, president, and Gianluca Borelli, scientific secretary, of the Italian Society of Architecture and Engineering for Healthcare (S.I.A.I.S.) discuss the actions required to improve the technical governance of hospital buildings.
Technical professionals (engineers, architects, graduate technicians) work in the technical areas of health authorities and hospitals, as well as in technical structures at regional level, for the governance of assets, safety management, and the adaptation of structures and facilities, with a focus on the quality and sustainability of intervention choices. There are three macro-areas of activity: l Management of the planning, design, and implementation processes of healthcare building interventions through the governance of the planning, execution, and activation processes of new realisations, expansions, and upgrades within the framework of the intervention programming plan, translating development needs, and corporate strategies into technical solutions through modern and effective systems.
l Management of processes relating to the technical governance of the authority’s infrastructures and assets, and maintenance of the safety and efficiency conditions of structural and plant systems in accordance with current regulations.
l Management of processes relating to real estate assets and administrative and accounting management, disposals, acquisitions, and donations.
For each of these macro- areas, activities are carried out using project management techniques. In fact, the
regulations in force require that each structure, taking into account its interfacing with the facilities and equipment, complies with the

management (AICE/ICEC – Certificate n. 60). She has enjoyed a long career in the health
sector, with important roles in the management of the technical aspects of hospitals. She is director of asset management of the University Hospital Sant’Orsola Polyclinic, one of the major hospitals in Italy, and Health Authority of Bologna. She is certified by CERTing as an
expert building systems engineer, specialising in project management and hospital construction processes. She has served as speaker in many conferences in Italy and abroad. She teaches in
many healthcare engineering and university Master’s courses. Daniela has been honoured with a medal of the Italian Republic Order of Merit.
Gianluca Borelli
Gianluca Borelli is an engineer. He graduated from the University of Cagliari in 1993 with a degree in civil engineering, from University L.U.I.S.S. Rome (1996) with a Master’s in eco management, and University La Sapienza Rome (1999) with a PhD in hospital design. He has been chief technical officer and technical department director of A.R.N.A.S. G. Brotzu Cagliari, and scientific secretary of S.I.A.I.S. (Società Italiana dell’Architettura e dell’Ingegneria per la Sanità). Gianluca’s areas of professional expertise include healthcare design, hospital facility management, planning and development, and healthcare facility maintenance.
