Methodology The strategy of an Interactive process was used for the development of the work, which includes the following aspects and activities: l Mapping of the physical structure of the existing hospital.


l Interviews with the internal hospital workers (institutional leaders and a leader per service sector.


l Analysis and diagnosis of installations, flows and sectorisation.


l Definition of the Architectural Needs Program for each sector.


l Proposition of scenarios according to the proposed strategy for the development of the hospital master plan.


l Choosing a scenario and detailing the schedule of temporary and definitive works by sector, with the respective cost and time scales.


l As this is the elaboration of a master plan, it was not the object of the service to develop the architectural project of the other complementary facilities that would define the details for carrying out the work.


The Odilon Behrens Hospital Complex The development of the master plan for HMOB made it possible to perceive aspects and elements that were progressively unveiled. Perceptions about existing buildings, buildings initially proposed in the HMOB occupation plan for the area under study, and the available space involving peripheral streets and other elements of the immediate surroundings. The buildings that make up the general


structure of the work can be grouped into three important blocks: l The Hospital Metropolitano Odilon Behrens (HMOB) – includes the entire set of health care activities and services, logistical support, building and hospital equipment, central administration and teaching support.


l The New Mother and Child Unit (Maternity) – building that will house activities related to assistance to women, gynaecology and obstetrics, and newborns.


l The new Emergency Care Unit (UPA 24 hours) – building project planned for the land immediately adjacent to HMOB, bordered by the following public areas: Rua João Carvalhais de Paiva and Rua Saldanha Marinho.


l These perceptions were the result of the contributions established in the meetings with the technical team of the Master Plan Commission, with the visits made to the institution and to the surroundings of the area under study,

insofar as the consolidation of the information allowed its adjustment to be modelled on the proposal now presented.


l This evaluation resulted in the proposition of expanding the field of interventions, previously limited to the physical space of HMOB and later expanded to the surrounding occupation areas, which will serve for the Maternity and UPA buildings.


Scenario Planning for Hospitals The definition of studies for the elaboration of the HMOB project considered the Scenario Planning for Hospitals as a work strategy. As a priority, the following aspects were highlighted: the physical and functional needs of health care, combined with the possibilities of potential use of the existing land, in accordance with the building standards of the city of Belo Horizonte. The strategy of using an image or a


sketched representation to solve a problem or the user’s expectation, can mean the conception of the projected scene. According to researcher Elizabeth Furtado (2001) “a scenario is an image that represents an experienced problem situation or an image that portrays a


possible solution to your problem.” During the construction of scenarios, it is possible to sketch solutions, to conceive idealisations through drawings and associated thoughts, to sketch alternatives and associated thoughts, to envision the implications of a decision, to seek a global vision of the problem to go to the parts, to advance the thought in sequence and to know a successful solution in resolving a similar case. This strategy is applied with an important role in the situation under study of the land of the Odilon Behrens Hospital and its potential for building use. The Coefficient of Basic Use of Land


(CAB) is an index that represents the construction potential for a given piece of land in accordance with the region of the city of Belo Horizonte, based on what was established in Law Nº 9.959 of 20 July 2010 that establishes the Master Plan of the Municipality of Belo Horizonte – and Nº 7.166/96 – which establishes norms and conditions for subdivision, occupation and use of urban land in the Municipality, establishes norms and conditions for the urbanisation and land tenure regularisation of the Zones of Special Interest Social, provides for subdivision, occupation, and land use in the Areas of
