To develop professional growth, the key aspects are those related to project management and digital innovation to make the best use of new operational tools, especially after the COVID-19 health emergency experience. For example, for the design and management of facilities, it is essential to have widespread project management skills and increasing knowledge related to digital innovation. The use of BIM (Building Information Modelling) is a set of technologies, processes, and procedures that enables different stakeholders to collaboratively design, build, and manage work in a virtual environment. This is also the background to IFHE-
EU’s work in promoting the first European university course – Technical Management in Healthcare Facilities – which provides technically and facility-oriented managers with the know-how to ask the ‘right’ question and make precise decisions in their area of responsibility taking into

account patient-oriented conditions. The overall objective of the course is to provide students with the ability to implement and apply the acquired management methodologies within the healthcare work environment. The university course is international and offers many opportunities for professional communication and networking. The role of the local associations and the IFHE and its regional groups (Europe, America, Asia, etc.) is also essential in disseminating the most effective and innovative experiences through national and international events and congresses.
Professional responsibility Technical professionals are increasingly involved in the main diagnostic and therapeutic care processes in order to ensure that the patient’s care pathway takes place in a framework of maximum safety, both in terms of structures and technologies. The activities falling within the remit of
the technical government can be summarised in the following definitions: l Scheduling and planning of process activities, annual definition of strategic corporate objectives to meet requirements in terms of type, volume of services, and quality of services offered.
l Procedures inherent in the management of the investment and maintenance programme relating to real estate assets, in particular for the awarding of design, work, and maintenance services for buildings and facilities, including the management of contracts and expenditure reporting. l Design, validation, and execution of
work: the design phase defines the characteristics of the work to guarantee the achievement of technical-economic implementation as well as reliability and safety objectives. Validation ensures compliance with current standards and the execution phase guarantees the safety and building quality of newly constructed buildings. The realisation of the work represents the achievement of the objectives set in the technical- administrative process.
l Building and plant management and maintenance: guarantees the management functions of the building and plant maintenance programmes. In particular, the technical management participates in the identification of business requirements and takes care of the implementation of maintenance programmes.
l Assets and inventory management: it ensures the functions relating to the administrative and accounting management of the real estate assets and the maintenance of the technical and administrative inventories representing the assets entrusted to the management of the technical government. It deals with the technical and administrative procedures for the alienation and donation of movable and immovable property.
In some contexts, government guidelines may adopt differentiated operational levels in the same territory, supporting or replacing management on a corporate scale with integrated management of certain services. In fact, the organisational structures are normally set up on a health authority scale, but depending on the size
