The inspection and regulation of the gambling sector is performed jointly by the Gambling Commission (Comissão de Jogos) which is responsible for issuing gambling licences and regulations and the Regulação e Inspeção de Jogos - the Gambling Regulation and Inspection Services (SRIJ) - which is the body behind the enforcement and compliance of the gambling framework. The SRIJ is an integral part of the Institute of Tourism in Portugal and comes under the Secretary of State of Tourism.

Te proposed law to amend the regime was introduced in the State Budget of 2020 and stated online gambling (casinos) should now pay a set 25 per cent on gross revenue, whilst sports betting now pays eight per cent on the amount of bets placed or 35 per cent if gamblers play against each other.

Meanwhile, state-run games are operated by a monopoly system run by the Santa Casa de Misericórdia de Lisboa (SCML) which is a public entity exclusively responsible for the National Lottery, land-based sports betting, and horse racing.
