Some six years after legalisation,


Portugal’s online gambling market is slowly maturing and boasting annual growth rates. However, there’s a


demand for new games to be regulated alongside tighter restrictions for illegal gambling.


Although gambling in Portugal is viewed as fairly restrictive, casino operations were permitted back in 1927 when the first law on gaming, entitled Decree Law No. 14.643, ended a century long-standing tradition of strict gambling prohibitions.


A second law on gaming was approved in 1958 followed by a third in 1969. Ten, in 1989, another decree introduced further changes permitting games of chance and gambling concessions. However, street or single site gambling is still not permitted in Portugal and slots are only allowed in casinos.


Te government first began to look at online gambling in Portugal back in 2012 in a bid to raise money for state pension funds and aid soccer clubs facing high levels of debt.

Finally, the Portuguese government approved the Online Gambling and Betting Legal Regime


(otherwise known as OLR or RJO) via the Decree Law No. 66/2015 in April 2015. This basically defined the terms and conditions for the


operation of online games of chance and betting in the country.


Te new act aimed to bring in an extra €25m in tax revenue but it was a long drawn-out affair from planning to introduction and for a long- time online casinos existed in a grey area.


Finally, the Portuguese government approved the Online Gambling and Betting Legal Regime (otherwise known as OLR or RJO) via the Decree Law No. 66/2015 in April 2015. Tis basically defined the terms and conditions for the operation of online games of chance and betting in the country.


Te law has been amended several times over the last few years and most recently in March 2020 via the Law No. 2/2020 which mainly looked at protecting minors and those vulnerable from excessive gambling, anti-fraud and money laundering regimes and the
