2021–2022 WSMA Festival Rules and Information Revisions
Rules for every event are found in two places: Festival Rules which contains gen- eral rules applying to all events; and the Event Headers, containing rules specific to each event, found within the Festival Music List under each event. Please re- view the Festival Rule and Event Header changes listed below before choosing music for the 2021–22 Festival Season.
WSMA Festivals Committee members meet bi-annually to review festival rules based on feedback from WSMA member teachers, and the desire to continue to im- prove how we are able to serve students. Discussion and suggested revisions are refined to a proposal that is recommended to the WSMA Board of Directors for approval.
The teachers that serve on this commit- tee are a reflection of the entire state of Wisconsin, and their service provided is appreciated. It is encouraged that teachers share ideas with members of this commit- tee or with WSMA staff to continue the continued growth of the festival experi- ence. Festival Rule Changes: III. A. Student Eligibility
To participate in a WSMA Music Festival, the school must be a current member of WSMA. In addition, students must meet the following requirements:
1. Be in grades 6 through 12
Comment: 5th grade students enrolled in a regularly rehearsing concert group with older students may be included in a Concert Festival or Clinic Experience.
2. Be enrolled and regularly attend concert group rehearsals (band, choir, orchestra) at their WSMA member school.
a. Exceptions to this requirement are determined by the school and can include, but are not limited to:
i. Schedule conflict with an academic class required for graduation.
ii. School does not offer an appropriate group in which the student may participate.
1. In such cases, eligibility is determined at the school level by the building principal or their designee(s).
Comment: WSMA recommends that these students participate in other school music activities, such as: an independent music class, school music ensembles that rehearse outside of normal school hours, accompany another student performance or serve as a coach (tutor/ peer coach) for other music students.
3. WSMA allows schools to adopt additional eligibility policies and expectations to participate in WSMA Festivals.
IV. A. Festival Requirements - Concert
1. There is no minimum number of schools or concert groups required to form a WSMA Concert Festival. Comment: WSMA Concert Festival subsidy to the host school is 80% of total registration fees. A decrease in the number of participating groups may result in an overall loss after all expenses have been paid. Use the Concert Festival Cost Estimator (available within the Festival Rules at
wsmamusic.org/festival-resources/ rules) to estimate expenses and income.
Festival Music List Event Changes:
Events 1231 & 1331: Event names updated to be more inclusive of the variety of situations in which a student may be experiencing a voice change without reference to gender.
