2018–19 WSMA Festival Rules and Information Revisions
Each year WSMA Festivals Committee members review festival rules and infor- mation based on feedback from WSMA member teachers and the desire to con- tinue to improve how the organization is able to serve students. Discussion and sug- gested revisions are refined to a proposal that is recommended to the WSMA Board of Directors for approval.
On a yearly basis, WSMA will continue to review and revise this information utiliz- ing the Festivals Committee format. The teachers that serve on this committee are a reflection of the entire state of Wisconsin and the service provided is appreciated. It is also encouraged that teachers share ideas with members of this committee or with WSMA staff to continue the growth of the festival experience. Rules for every event are found in two separate places and both are important. The Festival Rules and Information docu- ment contains general festival rules that apply to all events. The event headers (found in the WSMA Festival Music List under each event) contain rules specific to that event.
Revisions to WSMA Festival Rules and Event Headers include:
NEW Event 1331 – Boys Unchanged or Changing Voice Music Theater
In order to accommodate students with an unchanged or changing voice, this event has been added with no restrictions on transposition. Students may choose a selection from either the S/A or T/B list.
Event 3869 – Recorder Ensemble
The maximum number of performers has been increased to 28 to remain consistent with similar ensemble events.

Event 5321 – Vibraphone Solo To remain consistent with Event 5311 – Marimba/Xylophone Solo and in response to growing interest in four mallet vibra- phone solos, permission is now allowed in all classes.
Event 6211 – Vocal Jazz Improvisation Solo
Students should sing through the head (verse) once, then improvise the minimum to maximum number of choruses indicated in the parentheses. After improvising, sing the head once and finish the piece. This change makes the vocal jazz improvisation solo rules consistent with the instrumental events.
Events 6258, 6268 and 6459 – Contemporary A Cappella
Requirements and clarifications for vocal percussion parts have been added to the header: If vocal percussion is marked op- tional, it is not required for performance. Vocal percussion should be performed by a student from within the ensemble.
Events 6458 & 6459 – Jazz Ensemble and Jazz Ensemble Open Class
At least one student must solo on one of the performed selections. For classes B & C, the solo may be written, transcribed or improvised. For class A, the solo must be improvised.
Event 9119 – Misc. Special Ensemble
Music in this event must have at least three parts.
Concert Festival Adjudicators
Concert festivals are intended to provide feedback from three adjudicators. All concert festivals will be assigned three WSMA adjudicators OR two WSMA as- signed adjudicators and a clinician of the festival manager’s choice.
Concert Festival Sight-Reading
Sight reading is not required at a concert festival; however, the festival manager
Event Transfers
Music from the current WSMA Festival Music List may be used in events designat- ed as Transfer Allowed. It is not necessary to send transferred titles to WSMA for permission. Event transfers are completed online during event registration. Excep- tion: Music from any of the category 6000 events may not be transferred to other event numbers.

must provide a sight-reading experience if time and space allow. Concert groups requesting to sight read must submit an additional fee as outlined in the Dues and Fees Schedule.
Original, POP and E-Music
At all festivals, adjudicators must be pro- vided with a publisher printed original of the matching, correct edition of the music. The use of legal electronically printed music is also permissible. Please follow these guidelines when selecting and/or purchasing music.
• Label all scores with school name, class entered and the soloist’s name.
• The numbering of measures is highly recommended, but not required.
• Music saved to an electronic device (Such as an iPad) is not permissible for the adjudicator.
• Teachers and students should follow federal copyright laws in providing music for all performers.
• Public domain music (i.e. IMSLP) must be submitted through permis- sions as an alternate edition.
• Legally purchased e-print music should have “This music was pur- chased by (name) through (music publisher/website) or similar printed on the top of each page or on a sepa- rate cover page. If no statement or cover page is provided by the pub- lisher, attach a proof of purchase.
• POP music requires original, legally purchased music.
