Licensure Rules Still Evolving Brad Schneider, WMEA State Chair, Government Relations
Largely in response to the teacher short- age, large-scale changes have re- vamped teacher licensing. The 2017- 19 Wisconsin state budget, also known as Act 59, contains major changes to
licensure rules. This includes language creating a lifetime license for educators.
Anyone who holds a current professional or master educator license has automati- cally been notified that his or her present license has converted to a lifetime license. This was done by DPI removing the expi- ration date from our licenses.
The licensure changes were designed to ease the license renewal requirement that has been in place since 1995.
1. Three Levels of Licenses for Teachers Under New Rules
Three-Year Provisional License Replacing the current initial educator license, the three-year provisional license has been issued to educators in the first three years of their careers. After six se- mesters, an educator may apply for a life- time license, by submitting an application to DPI that includes a school board sign off that they have completed six semesters of successful experience. If the educator has not met the requirements, they can reapply for a provisional license with no limits to the number of reapplications.

Maintaining Your Lifetime License As stated in the opening paragraph, teachers with more than three years of experience have already been issued a lifetime license. A lifetime license will be invalidated if an educator is not actively employed by a school district for five or more consecutive years. However, a
