Master Educator License This optional lifetime license may be issued to educators who successfully complete a National Board Certification issued by the National Board of Profes- sional Teaching Standards (NBPTS) or a Wisconsin Master Educator Assessment Process (WMEAP).

It is interesting to note that paths to monetary advancement differ widely from school district to school district. Some districts have implemented profes- sional development point systems tied to advancement while other districts have opted to restructure their pay schedule periodically. There are some districts where teachers have received no raises for several years. Since Act 10 in 2012, I have observed a definite increase in teachers moving from one district to a neighboring district. In the area of compensation and loyalty to a school, it really has become a bit of the “Wild West.”


2. Instrumental, Choral, General Music Licenses Versus Single Broad Field License


Under Wis. Admin. Code PI 34, the Wis- consin Department of Public Instruction currently issues the following teaching licenses for specific emphasis areas:


General Music – Early Childhood to Adolescent – 511


Instrumental Music – Early Childhood to Adolescent – 515


Wisconsin School Musician


Choral Music – Early Childhood to Adolescent – 506


Following direction from the legislature, DPI was tasked with determining options to alleviate the teacher shortage. Con- solidating several disciplines (including music) into single broad field licenses was one of their solutions. Five public hearings on this change to PI 34 were held in Janu- ary. WMEA provided testimony at many of these hearings.


WMEA Position Statement: Music Teacher Licensure It is the position of WMEA that all chil- dren deserve equal access to a credible and comprehensive well-rounded education that includes the study of music taught by a certified music teacher. Moreover, it is also the position of WMEA that certi- fication for music teachers in Wisconsin continue to be issued by level (elementary and secondary) and by area of expertise (instrumental music, choral music and general music).


As of this writing, the changes in PI 34, including the move to a single broad field music license, are pending, but have not yet been passed by the legislature.


3. Update on Placing Fine Arts Data on School District Report Cards


Following our February Drive-In Day to garner support for this initiative, Repre- sentative Jeremy Thiesfeldt requested a meeting with WMEA/WSMA Executive Director Tim Schaid and me. We met with Rep. Thiesfeldt on May 7. He was supportive of our request, but wanted to know more about the mechanics of implementation.


At the time of this writing, an August 8 meeting was scheduled with DPI Director of the Office of Educational Assessment Laura Pinsonneault and her team. New WMEA/WSMA Executive Director Lau- rie Fellenz, WMEA President Kati Seiter, WSMA Board Member Dan Wolfgram and I will be advocating for the addition


of a fine arts data point on the State School District Report Cards at this meeting.
