Train companies should be given a bigger role in ordering and man- aging rolling stock, but the poten- tial savings in this area are lower than Sir Roy McNulty’s calcula- tions suggest, a new report pub- lished by ATOC states.


The discussion paper recom- mends a more market-based ap- proach to deliver better value for money, giving TOCs a wider range of options, longer, more flexible franchises and the promotion of a whole-industry approach.


ATOC suggests the development of a high-level rolling stock strat- egy to help identify solutions, as well as further exploration into the case for increasing interchange- ability of components, to drive standardisation.


The savings that McNulty origi- nally suggests were available are actually ‘locked-in’ by long term Government contracts, ATOC warns.


Michael Roberts, chief executive of ATOC said: “The Government is clear that it wants to step back from the detailed involvement it currently has in the railway. An industry-led approach would get things done more quickly, bring


down costs and ensure that the right trains get to the right parts of the country at the right time.


“We want to engage further with the rest of the industry to see how our proposals can be taken


forward. With a number of major franchise re-lets, infrastructure improvements and rolling stock orders coming up in the years ahead, we believe that a new ap- proach would benefit passengers and taxpayers.”
