CHILDREN CHANGE PROGRAMME T


he Directorate Children & Young People (DCYP) is the professional lead within the MoD for policy and strategy


relating to Service children wherever they might be.


The Education of Service Children Change Programme has been set up within the Directorate in recognition of the changes that are taking place within Defence, and other policy which may impact upon Service children.


There are four projects within the programme:


Project 1 Improving Access to High Quality Education for Service Children in the UK.


Project 2 Managing the Closure of SCE Schools in Germany While Maintaining Education Standards.


Project 3 Managing the Needs of Service Children Returning from Germany and Those Affected by Major Unit Moves Within the UK.

Project 4 Defining the Future Operating Model for Service Children’s Education Overseas.


The success of the Education of Service Children Change Programme will be largely influenced by key stakeholder engagement, support and collaboration, and a communications strategy is being developed to identify opportunities for moving projects forward. This will include working with the single service Families Federations; Command HQs and service families.


Whilst some of the individual project activities will be focussed on Service children returning from British Forces Germany (BFG), the wider emphasis of the Change Programme is on the development and delivery of a framework that supports access to the provision of high quality education for all Service children in the UK and overseas.


Project 3 is led by the Head of the Children’s Education Advisory Service (CEAS) and focuses on those children impacted by either returning from Germany or moves within the UK. This


Project is working closely with the MoD’s £6M Education Support Fund to help mitigate the impact of rebasing on schools.


An example of this collaborative working is the employment, in partnership with the Association of Directors of Education Scotland, of a National Transitions Officer who is responsible for building networks to facilitate the transition of Service children moving to, from or within Scotland. The National Transitions Officer will work closely with The Directorate Children & Young People to help ensure the needs of these Service children are met wherever possible.
