NEW EMPLOYM


he RAF intends to introduce a revised structure for Commissions for Officers, and engagements for Other Ranks (ORs), as part of the NEM.


The proposals briefly outlined here cover changes to Commissions and engagements for all Regular RAF personnel, except for Medical and Dental Officers, and all Nursing ranks. Their terms of service are governed on a tri-Service basis by JSP 527 and require further work before the arrangements for these specialist groups are confirmed. The synopsis that follows is very brief and you are strongly recommended to refer to the IBNs noted at the end of the article for further detail.


Changes to Commission and Engagement Structure


Initial proposals were explained to Service personnel during the NEM Consultations last Summer and feedback from these sessions resulted in some significant changes to those proposals.


The majority of the changes and associated transitional arrangements will require amendments to the Secondary Legislation that governs RAF Terms of Service. This will require approval by Parliament and the Defence Council, which is expected by the Autumn.

Pension Scheme Membership Where the structures allow personnel to serve beyond age 55, members of AFPS 75, AFPS 05 and AFPS 15 will be equally eligible to serve on those Commissions or engagements. Members of the AFPS 75 and 05 Protected Cohort will not be excluded. However, they will remain on their current pension scheme and will not be transferred to AFPS 15.

Key features of the proposed structure for officers and ORs • The introduction of a new 12-year initial Commission/engagement for all officers, Direct Entry SNCOs and ORs, except officers in the Legal, Chaplains and Medical Support Officer (Specialist) Branches, who will retain a 6-year Short Service Commission.


• The replacement of the current 22-year engagement for ORs, and the 16/38 and 18/40 PCs for officers, with a new 20/40 Commission/engagement.


• All length of service-based Commissions and engagements will be subject to an upper age limit of 60.


Although re-engagement will, in the main, normally be linked to promotion, greater freedom will be allowed for selected personnel to be re-engaged independently of promotion. Numbers will be determined by Service need.
