LEGAL CHALLENGE AGAINST POOL CLOSURE DROPPED A legal challenge to prevent Oxford City Council closing a Temple Cowley swimming pool so that a £9.2m replacement can be built has been dropped, following the High Court’s rejection of the claim the community had not been properly consulted.


The new pool will be linked to Blackbird Leys Leisure Centre and plans for it were originally approved in July 2011. It will comprise a 25m main pool, teaching pool, moveable floor, toddlers’ splash pool, sauna and soft play area. The council plans to operate two existing pools at Temple Cowley and Blackbird Leys until the new pool is completed, but states both facilities are in a poor state and expensive to maintain.


The majority of funding for the new pool will be provided through savings made by closing the two existing pools. In addition, a Sport England grant of £75,000 had been made available but is at risk if legal issues are not resolved soon.


A conditional contract has been signed with Wilmot Dixon for the construction of the new pool but the council must still defend another legal challenge concerning a town green application.


WORK STARTS ON WEST BROMWICH LEISURE CENTRE Work has started on a new £11m leisure centre for West Bromwich due to open in summer 2014.


The centre will include a 25m pool with learner pool, sauna, steamroom and other leisure facilities. DC Leisure has been behind the planning for the facility and will also build, run and maintain the complex.

New Approach to Swimming Pool Design and Build


A new approach to the building of swimming pools and dry sports facilities by Competition Pool Solutions (CPS) is set to change the procurement process for designing and building new sports facilities in the UK market.

which cost £1.99m and the whole project took 40 weeks to complete. The cost was all-inclusive comprising bespoke design, construction all professional fees and competition equipment. David Humphreys, the Headmaster of the school, said: “Without the involvement of CPS and the expertise of their management team, we would never have been able to get the competition pool and the building constructed for a price we could afford. The process from start to finish was expertly managed, and having only to deal with CPS, rather than a number of contractors was a


real plus.”


Jim Gordon, a Partner at CPS, said: “There are solutions on the market but they are standardised off-the-shelf solutions, with no flexibility in terms of design and construction methods. The process we follow at CPS means we can offer a fully bespoke design and build solution to the clients exact requirements every time, at a price they can afford and delivered on time.”


The team at CPS, researched the market and looked at the various offerings together with the processes that were involved in getting a project finished and decided there was a better way in executing sports facility projects.

See, Touch And Feel In The Showroom
