Chief Executive Offi cers Report


This is my fi rst year as Chief Executive of Horsham Rural City Council. I was very proud and pleased to take up the appointment in November 2010.


The 2010/11 Annual Report presents a summary of how we are working towards our objectives, how we are providing good value-for-money services,


and what we hope to achieve in the future. The report incorporates a summary of our annual accounts for 2010/11; setting out where money was spent on the things that matter to the City’s residents.


Horsham Rural City Council remains in a sound fi nancial position and has prepared an achievable budget for 2011/12 and the four years beyond.


Horsham Rural City is one of ten regional cities in Victoria. While we have an exciting role to play in the Wimmera, being the smallest of the regional cities brings its challenges. A constant challenge is to manage both growth and change in the wider context of the Wimmera/Southern Mallee region. In this wider context Horsham has taken on a number of large projects over the past few years with construction commencing on the $17 million Wimmera Intermodal Freight Terminal, improvements to the Aerodrome and the planning towards a modern Performing Arts Centre.


January’s fl ood event was devastating, but seven months on Horsham Rural City residents and Council staff have worked tirelessly and due to this dedication, our community is open for business and as strong as ever.


A major challenge of any modern Council is to ensure that it remains in touch with its community and this Council has worked particularly hard to improve its engagement with the community and provide a good customer service experience.

A challenge for all Councils in Victoria, but particularly in rural and regional areas is meeting the asset renewal gap. Horsham has worked hard over the past four years to increase the allocation of resources to ensure that it is replacing its aging infrastructure. This will remain a continual focus in the future.


I would like to thank the Councillors for their contribution to the future of the City and also to the General Managers and employees of the Council for their eff orts in providing the services and activities our community enjoys. I commend the Report to you.
