November 2010 cont. • Horsham Rural City is the fi rst of 25 Home and Community Care (HACC) Councils in Victoria to implement the mobile phone electronic rostering program for its Home and Community Care department and staff designed by Vada Computing, an Australian based company.


• Council advertises tenders to carry out a feasibility study for the establishment of a multi-storey car park facility in Horsham’s Commercial Business District (CBD). Through additional stakeholder and community consultations concerning the Council’s parking strategies for the future, the study will assess the current and projected demand for car parking in the CBD and identify potential locations suitable for a multi-storey car par.


December 2010 • Cr Michael Ryan wins another term as Mayor, and was sworn in as Mayor for the 2010-2011 term at Council’s fi rst meeting in December.


• Natimuk Creek fl oods causing damage to several homes and businesses. Council sets up a relief centre and provides many sandbags to the Natimuk community.


• Agreement secured to fi ll Green Lake for fi rst time in a decade.


• The Public Art Committee of Council proposed the commissioning of artistic work to grace the main entranceway to the city; the southern entrance from Melbourne and the Grampians.


• In recognition of Commonwealth games gold medallists, shooter Alethea Sedgman and cyclist Jason Niblett, Horsham Rural City holds a parade in their honour on Christmas Eve, 24 December on the streets of Horsham.


January 2011 • Horsham and Natimuk experience a one in 200 year fl ood with fl oodwaters peaking to 3.85m along the Wimmera River and beyond, inundating houses and streets and cutting power to much of the centre of the city. Relief and recovery centres are opened up in Horsham and Natimuk and Horsham Rural City leads the Municipal Emergency Centre for a consecutive eleven days.


• Governor-General, Ms Quentin Bryce AC and Mr Michael Bryce AM AE make a special visit to Horsham and Natimuk on 21 January. Her Excellency and Mr Bryce visit the Sunnyside Lutheran Retirement Village, which had been evacuated due to the rising fl oodwater.


• Council’s Cultural Development Offi cer calls for artists to design a sculpture for the entrance of Horsham Rural City on the Western Highway and for the NC2 Project in Natimuk.

February 2011 • Council achieves a signifi cant milestone in realising one of the regions, and Councils, key economic projects for the future by resolving to accept contractual arrangements for the Wimmera Intermodal Freight Terminal Project (WIFT). Four major contracts for the freight terminal project can now be fi nalised to enable the project to proceed within a budget of $16.4 million.


March 2011 • Horsham Rural City Council receives written notifi cation from the Department of Planning and Community Development notifying Council that it has received a nomination for the Horsham Town Hall to the Victorian Heritage Register.


• Council, with the support of a Wimmera Volunteers initiative will provide meals on wheels clients and other seniors with a community bus service to improve transportation options for isolated residents.


• Council offi cially opens the new Adrian Hatcher Fitness Track on 2 April located at the Natimuk Road fi tness station. Mr Hatcher is one of Horsham’s most celebrated athletes who represented Australia in the 2000 Sydney Olympics. The track also honours the region’s other Olympic athletes.


April 2011 • Council embarks on an asset management / community engagement process that aims to better understand and link community needs and wishes with the services and assets it provides. The project is a key step in Council making sure that its asset management meets the needs of the community and is also able to occur within the funds and resources that are available both now and into the future.


• Over $250,000 in community grants is approved as part of Council’s Community Grants Program for the 2011-2012 fi nancial year. Community grants for the 2011-2012 fi nancial year totalled $256,432, representing an 11% increase over the previous year’s allocation of $230,360.
