Customer Service Area
As part of Council’s progressive operations enhancements, the Customer Service area underwent a renovation to cater for the needs of the public with a more comfortable, customer orientated environment.
The building has been made more accessible for those with movement diffi culties while maintaining a corporate feel with the use of corporate colours and a modern look to complement unique aspects of the area. Consideration was given to disability and ergonomic offi ce systems while still complying with and exceeding building codes.
Audit Committee
Council established an Audit Committee in 2004 pursuant to Section 139 of the Local Government Act, 1989 as an advisory committee of the Council. The Audit Committee oversees fi duciary activities of Council operations and the manner in which Councillors, staff and members of Council Committees discharge their responsibilities.
The Committee is comprised of one Councillor (Cr Michael Ryan, Mayor), three independent community representatives (Mr Darren Webster, Chairman, Mr Robin Webb and Mr Roy Henwood) the Chief Executive (ex-offi cio) and the General Manager Corporate Services and Economic Development. Council’s external auditor, internal auditor and Finance Manager also attend meetings.
As part of its Audit Plan, the Committee oversaw three internal audits undertaken by internal auditors WHK Howarth. These were Fleet Management process and arrangements, Budget Preparation review and Confl ict of Interest Protocols and Procedures.

Other areas considered by the Committee included reviewing the implementation of the Civica enterprise system, audit of annual fi nancial statements, review of its Charter updates on major Council projects and resource impacts and introduction of audit implementation monitoring reports.
Organisational Development Unit
This year saw the establishment of a dedicated Organisational Development Unit, essentially utilising existing resources but including the appointment of an additional offi cer fulfi lling the Council’s previous commitment to expand its support to human resource activities.
The Organisational Development Unit provides advice and support to managers and employees on human resource management, training and development, occupational health and safety, payroll and leave provisions. The unit also manages the Council’s wide range of risk functions, including the risk register, management of Council’s insurance portfolio, lease agreements for Council properties, policy and advice.
Reportable Implications to Council’s Strategic Longer Term Plan
Council has considered changes in functions of the Council, organisational structure and policy initiatives and how these changes might impact on Council’s Strategic Longer Term Plan and have determined that there is no impact for this fi nancial year.
With variations noted between budgeted and actual results of Council’s performance against its strategic objectives any uncompleted works will be included in the next year’s budget of the long term fi nancial plan.
In addition, the Organisational Development Unit provides Organisational Performance functions that include strategic corporate planning, performance monitoring, corporate and governance strategies.
