Council


Horsham Rural City Council’s seven Councillors are elected for a four-year term through a postal ballot that concluded on 26 November 2008. The next Council election is scheduled for October 2012, after which Councillors will serve a four-year term. Councillors are elected as representatives of all residents and ratepayers within the City. The Mayor and Councillors may be approached personally or by contacting the Executive Assistant, Civic Centre, Horsham on (03) 5382 9732.


Cr Michael Ryan was elected as Mayor in December 2009 and has served as a Councillor since November 2005. He is committed to ensuring the Horsham Rural City Council is open and transparent in its operations, and encourages increased community consultation in decision-making.

Cr Ryan is the representative for the following Committees: Audit Committee, Australia Day Committee, Finance Committee, Horsham North Urban Design Framework, Horsham Outdoor War Memorial Swimming Pool Project Steering Committee, Horsham Town Hall Project Control Group, Industrial Land Taskforce, Municipal Association of Victoria, Natimuk Advisory Committee, North West Municipalities Association, Parking Consultative and Advisory Committee, Planning Sub-Committee, Public Art Committee, Rail Alliance Committee, Regional Cities Victoria, Regional Recreation Water Users Group, Tidy Towns, Victorian Local Government Association, Wimmera Mallee Sustainability Alliance, Wimmera Southern Mallee Regional Strategic Plan Project Working Group.


Cr Bernard Gross has served as Councillor for the past 26 years. He joined the Horsham Rural City Council in 1997, following 10 years as Councillor from 1985 and past President of the Wimmera Shire including a term as Horsham Mayor in 2000 and subsequently re-elected as Mayor in November 2008.


Cr Gross is committed to improving his local area and to the continued growth of Horsham Rural City.

Cr Gross is the representative for the following Committees: Freight HUB Working Group, Grampians Regional Waste Management Group, Green Lake Committee of Management, Horsham Regional Livestock Exchange, Municipal Emergency Management Committee, Municipal Fire Prevention Committee, Western Highway Action Committee, Wimmera Development Association, Wimmera Regional Transport Group.


Cr Gary Bird joined Council in 2003 and served as Mayor in 2006-07. He believes it is important to work together with fellow Councillors to get excellent results for our City.


Cr Bird is the representative for the following Committees: Horsham Aerodrome Advisory Committee, Horsham Racecourse Committee, Horsham Recreation Reserve, Horsham Youth Park Committee of Management, Planning Sub-Committee, Sunnyside Recreation Reserve, Sport and Recreation Advisory Committee, Wimmera Regional Sports Assembly.
