A Year in Review


July 2010 • Local torch bearers and volunteers from the 2000 Sydney Olympics reunite and recreate the torch run and reminisce. Many local residents were involved in the special day as torch runners, escorts, volunteers, and the general public who were thrilled to see the torch travel through our community.


• At its 21 June 2010 Council meeting, Council resolved to exempt working dogs from being microchipped prior to being registered. Council wishes to see an increase in rural animal registration with this new resolution.


• The development of the Horsham Rural City Council Environment Sustainability Strategy 2010-2011 Action Plan was completed. The intent of the plan is to position Council in a leadership role to promote and facilitate the ongoing development of community sustainability.


• The Horsham Rural City Council CBD Parking Provision and Management Strategy was endorsed by Council at its meeting on 5 July 2010. The Strategy is a key part of the development of Horsham Rural City, and contains a number of overarching guidelines that Council will follow in its future parking plan designs.


August 2010 • CEO retires. Council recognises the outstanding and dedicated contribution Mr Kerryn Vincent Shade, Chief Executive Offi cer has given to local government in the Wimmera region over a period of thirty-two (32) years as Shire Secretary, Shire of Arapiles 1978 to 1986, Shire Secretary/Chief Executive Offi cer, Shire of Warracknabeal, 1986 to 1995 and Chief Executive Offi cer, Horsham Rural City Council 1995 to 2010. Also noting that Mr Shade has committed forty-fi ve (45) years service to the Victorian Local Government profession and industry from 1965 to 2010 and provides him with a letter of sincere appreciation “under the Seal of the Council”.


September 2010 • Horsham Rural City hosts Seniors Week 2010 with an entire week of events planned. Research shows the more socially connected we are as a community, the healthier we are and the safer we are, that is why celebrations like this are so important. Council off ered a free bus trip to Warracknabeal to see one of Australia’s best performers - Debra Byrne perform live. Council also held a Seniors Expo with representatives from a variety of community agencies and organisations.


September 2010 Cont. • Council announces a new e-tendering portal providing a web- based tool that enables Council to procure goods and services over the internet and provides a simple, secure and effi cient means for managing tendering activities and quotations. The new system provides a simple, secure and effi cient means for managing tendering activities, incorporating the sending and receiving of tenders and quotations enabling the reduction of time and eff ort required for both buyer and suppliers.


• Spring locusts a real threat to farmers. Council advised farmers and other landholders to remain vigilant about the spring locust threat despite fl oods in some parts of Victoria.


October 2010 • Life is better with trees. Council and Haven Recreation Reserve Committee hosted a Community Tree Planting Day on Sunday, 24 October with funding support through the Fire Recovery Project. Community tree planting days aim to inspire, educate and recruit volunteers to actively care for our unique land and create future generations of committed environmental citizens.


November 2010 • Council supports the inaugural Wimmera-Mallee Future Living Expo hosted by the Wimmera-Mallee Sustainability Alliance from 5 - 6 November. The Expo featured over 35 displays and speakers on a range of sustainability issues, products and services aimed at helping residents live a more sustainable life. The Expo’s guest speaker was well-known science journalist and broadcaster, Robyn Williams, presenter of ABC Radio National’s Science Show, Ockham’s Razor and In Conversation.


• Cr Bernard Gross received the honorary title of Mayor Emeritus from the Municipal Association of Victoria for completing two terms as mayor of Horsham Rural City Council in 2000 and 2008 and for one term as President of the Wimmera Shire prior to amalgamation. Cr Gross has been a councillor for a combined 25 years in total.


• Council gathers important feedback from customers to better understand and improve customer service and relations with Council through a customer satisfaction survey. The objectives of the research will aid Council in understanding residents’ needs and expectations, in order to assist in the design and delivery of our customer service and relations.
