County Clerks hear about redistricting, tour Mountain Complex
Te County Clerks headed to Harrison, the county seat for Boone County, for their sum- mer conference. Te meeting had separate ses- sions for six hours of County Clerk Association and six hours of continuing education. While the majority of attendees stayed at the Hotel Se- ville, the sessions all took place at the Durand Center. AAC Director Chris Villines was on hand to help kick off the opening day’s activities, with Sherry Bell presiding. Te first day consisted of an open session of questions and answers with group discussions on various topics. Tis ses- sion is a great net-working tool that is favored by most county clerks and welcomed by those newly-elected. Seasoned clerks give their expe- rience and knowledge to the relating topics of day-to-day operations.
Concluding the first day was a car-pool
procession trip to the “one-of-a-kind” secure data center facility called Te Mountain Data Center. Whether it is storage for paper records, backup media, or an entire data center the facil- ity offers its clients broad diversity with a forti- fied infrastructure of layers of security and to- tal redundancy (

Te second day was continuing education. Leading out with redistricting, Shelby Johnson, state coordinator for the Arkansas Geographic Information Office presented an educational power point presentation especially valuable for County Clerks that had never been through a redistricting process. He gave information dat- ing back to the number of congressional districts

after each census starting with 1940 through 2010. He stressed a major point: When redis- tricting, follow physical features, because they usually do not change. Secretary of State staffers A.J. Kelly and Mar-
tha Adcock followed up with related redistrict- ing information with an added overview of the new acts passed from the legislative session. Te afternoon session was a continuation of
prior sessions held with the Arkansas Division of Legislative Audit on the new legislation and financial coding to be implemented by January 2014. June Barron, Deputy Legislative Auditor and Keith Petit, Field Audit Supervisor, again gave added insight to the County Clerks so that the changes to be made will be with minimal issues and all counties would be using the same codes for funds, departments, and expenses un- less county specific.

tive Director Jeff Sikes providing an overview of general acts passed that would be important to the County Clerks. Concluding the morning session, County Clerks Association committees met to conduct business matters. Tina Stow- ers, the scholarship committee chair, presented the list of recipients being awarded $250 and a single $500 scholarship. Te nominating com- mittee chair, Pat Poole, presented a proposed slate of 2012-2013 officers approved by a vote, with no other nominations. Te incoming of- ficers will take their oaths at the fall meeting in October and take their post January 1, 2012. All other attendees grouped together for dis- cussions on updating and detailing the associa- tion by-laws. Tis business will be finalized at a future date.
