On a scale of 1 to 10, how bad was this storm in comparison to oth- ers you have experienced?
It was at least a 9. We had one fatality in Randolph County, and mul- tiple homes, about 50, completely destroyed. We got 6 inches to 4 feet of rain in some area. One community, Pocahontas, was severely damaged and about four churches that were also completely destroyed.
Did the emergency operations plan work and will you be making changes to it?
As soon as we catch our breath after every disaster, we reassess to see
what we can do better in the future. Te plan went well, but we had some command centers and prisons that went down. Luckily, other counties pitched in to donate time and resources.
How was your relationship with ADEM and FEMA? Te men and women at ADEM are always great! I can’t say enough
positive things about them. Tey are right here every time we need them. In regards to FEMA, I won’t brag on them as much as I did ADEM, but they were good. We’ve met with department heads just about everyday, but we have one more debriefing.

JUDGE HOWELL, Clay County Are you still feeling the impact of the storm season?
Not right now. Te Black River levee broke, but we, along with the Corps of Engineers sand-bagged and prevented the other levees from breaking. We have about 50 to 55 culverts we must replace, but no roads are currently closed. Fortunately there were no lives lost.

measures to get roads open. We have permanently repaired some sites and we have yet to get to about four other cities.
How’s your relationship with FEMA and ADEM?
We’re currently waiting on FEMA to come out again and finish the full assessment. We have 18 different cities that the county road depart- ment will take a look at, and we had 40 homes damaged. FEMA has been out and assisted. Tey have paid most of the residents whose homes and property were damaged. Overall, we have a very good relationship with FEMA, people that have been assisted are very happy. Others, who did not receive assistance due to not meeting certain criteria, are not as thrilled.
