Benjamin Harris III Client Delivery Executive


As the leader of a team of information technology professionals that provide major application development and systems integration services to the Department of Home- land Security (DHS), Harris establishes strategy, and has consistently exceeded DHS expectations and met revenue and profit goals. Since joining HP in 2006, he has grown revenues from $9 million to $19 million. His team has garnered accolades including three con- secutive “Top Box” ratings on the annual Voice of the Client survey, and the Immigration and Customs Enforcement (ICE), OCIO Team Award. Plus, Harris’ direction of the ICE Enforce Program resulted in the successful defense of five key multi-year task orders. By focusing on the provision of high-quality and predictable solutions the Harris team has increased the capacity of application development and systems integration services offered to DHS. This put HP in the position for greater opportunities. The foundation of the team’s success had been to leverage HP’s unique suite of services and products, client relations, and partner- ships.

Since 2008, Washington has directed the team that services the Department of Homeland Security Application Services account. She is responsible for the everyday administration and operations of 400 employees that perform applications develop- ment to support the DHS Immigration and Customs Enforce- ment, U.S. Customs and Immigration, and Customs and Border Protection functions. Washington


has solid advice for would-be IT and cyber security pro- fessionals. It goes beyond acquir- ing research and analysis skills, and identifying ways to bridge technology gaps. She says stu- dents need to gain strategic vision to leverage technology to solve complex issues and problems. To achieve that end,


she encourages the pursuit of internships where students will learn about actual business objectives. Washington’s top initiatives are to maintain a record of achieving service excellence, to help grow her team members’ careers by supporting their efforts to gain professional and tech- nical certifications, and to expand the unit’s customer base. Prior to joining HP, Washington held multiple senior man- agement positions, serving federal government clients at Elec- tronic Data Systems, and also at Siemens Government Services. She was the EDS program manager for its DHS account.

sponsibilities cover a broad front and everything he does must be consis- tent with federal statutory, legisla- tive and regulatory requirements. He provides executive leadership in the design, develop- ment and delivery of comprehensive cyber security programs for the Internal Revenue


Service. He directs the development and implementation of enterprise security policy, standards, guidelines and procedures that maximize the confidentiality, integrity and availability of IRS information and information systems.


Bryan also has oversight regarding the performance of risks assessments and compliance management. He leads the identification and mitigation of cyber threats, determines what cyber security strategies to undertake and monitors the implementation of the total security program. He has been the director of Cyber Security Operations at the IRS. He spent 11 years engineering, securing and managing enterprise data networks for the U.S. Air Force, prior to joining the Internal Revenue Service. He was a captain when he sepa- rated from the service.


Bryan has membership in the International Information Systems Security Certification Consortium, or (ISC)² , Govern- ment Advisory Board (GAB) and serves on the (ISC)² GAB’s Executive Writers Board.
