If enacted, the legislation will reform the current selection process for members of the SES to a three-person selection panel consisting of a female, a minority and a majority member. In an April 2010 testimony before the combined congressional subcommittees on the federal workforce, Mr. Brown said, “ I am confident that this proposed legislation is the road map our nation needs to make the highest levels of government representative of the mosaic of America.”
Branches of the SES
The Senior Executive Service in- cludes most managerial, supervisory, and policy positions classified above GS grade 15 or equivalent positions in the executive branch of the federal government. There are two types of positions in the SES:
Career reserved positions are those which, as defined in law, are “to ensure impartiality, or public’s confi- dence of impartiality of government.” These positions can only be filled by career appointees.
General positions may be filled by any type of SES appointee—ca- reer, non-career, limited term or limited emergency. Each year, the president recog- nizes and celebrates a small group of career SES members and senior ca- reer employees with the Presidential Rank Award. Recipients of this award are leaders who achieve results and demonstrate integrity, industry and commitment to excellence in public service. There are two categories of rank awards: distinguished and meritorious. Distinguished and Meri- torious Award winners are chosen through a rigorous selection process. No more than 1 percent of the career Senior Executive Service corps can receive the Distinguished Execu- tive Rank Award in a given year. Of the U.S. government’s 1.8 million civilian employees, only 6,300 have risen to be career SES. Of that elite pool, fewer than 50 are typically se- lected to be distinguished executives annually. 
