Rear Admiral Scott assumed his current duties in July 2010. A native of Portsmouth, Va., and New York City, N.Y., he was designated a naval aviator in 1984. Rear Admiral Scott previously commanded Helicopter Mine Counter Measures Squadron (HM) 14, which under his command was awarded the Commander Naval Air Force Atlan- tic Fleet Battle “E” Efficiency Award for 2001. He also commanded Mine Countermeasures Squadron One as com- modore. His operational sea assignments included: HM-14 legal officer, Aircraft Division officer and maintenance test pilot (1985-1987); flight deck officer aboard USS Inchon (LPH 12); and HM- 14 admin officer, operations officer and


detachment officer in charge (1994-1996). Ashore he served as Air Combat placement officer, Bureau of Naval Personnel; wing operations officer, Commander Tactical Wing Atlantic; military aide to the vice president (1997-1999); current operations chief and division chief, Joint Forces Command; director of aviation officer Distribution Division (PERS 43), Naval Personnel Command; and acting director, Expeditionary Warfare Division, Washington, D.C. He is a graduate of the State University of New York at Buffalo, Naval Postgraduate School, U.S. Naval War College, and the Joint Forces Staff College. He holds a Master of Arts degree in National Security and Strategic Studies.


REAR ADMIRAL JOHN W. SMITH, JR. Deputy Director, Joint Interagency Task Force South


Rear Admiral Smith became a naval aviator in 1984. He has flown over 4,200 hours in H-3 and H-60-F/H/B aircraft. His operational assignments include flying the SH-3H Sea King with Helicopter Anti-Submarine Squadron 3, where he completed two deployments aboard the USS Saratoga. Next, he was assigned to Helicopter Anti-Submarine Squadron Light 43 Detachment 1 aboard USS Ford (FF 54). Two deployments followed with Helicop- ter Anti-Submarine Squadron 4 aboard USS Kitty Hawk and USS Carl Vinson. He commanded Heli- copter Anti-Submarine Squadron 11 and deployed aboard USS John F. Kennedy to the Arabian Gulf in support of operation Southern Watch. His recent operational assignment was as commander, Helicopter Sea Combat Wing, U.S. Atlantic Fleet. Ashore, he served as an instructor with Helicopter Anti-Submarine Squadron 1; deputy director of Equal Opportunity in Washington, D.C.; and head aviation com- mander Helicopter Detailer, Bureau of Naval Personnel in Millington, Tenn. In 2005, he was selected to be the Joint Force Maritime Air Component commander for Joint Task Force Katrina in the Gulf of Mexico. In 2008, he assumed command of Joint CREW Composite Squadron 1 in Victory Base Compound, Baghdad. There, he was responsible for fielding, sustainment, and combat readiness for the Counter Radio Controlled IED Electronic Warfare system in Multinational Corps-Iraq. He holds a bachelor’s degree in accounting from South Carolina State College and a master’s degree in national resource strategy.

VICE ADMIRAL ANTHONY L.


WINNS Naval Inspector General


Vice Admiral Winns is a native of Jacksonville, FL and a 1978 dis- tinguished graduate of the U.S. Naval Academy. He is a recent graduate of the Kennedy School of Government at Harvard University and earned a Master of Science degree with distinction in financial management from the Naval Post Graduate School. A P-3 naval flight officer, he served in a variety of train- ing and operational squadrons including Patrol Squadron 31, Patrol Squadron Six, Patrol Squadron 30, and Patrol Squad- ron 56. He was executive officer and commanding officer of Patrol Squadron 11. During his command tour, VP-11 won the Battle “E” and four consecu- tive Golden Wrench awards, and became the first patrol squadron to employ the Maverick missile system. VADM Winns’ shipboard tours include the USS For- restal, USS Guam and Commanding Officer of USS Essex, where he earned the coveted Battle “E”. Ashore he has served in leadership positions at the Bureau of Naval Personnel, on the Navy Staff, and on the Joint Chiefs of Staff. In May 2000, he became the first officer in his Naval Academy class to select for flag rank. As a flag officer he commanded Patrol and Reconnaissance Force, Pacific and Task Force 32, was the deputy for Air Warfare Requirements (N88B) and served as vice director and acting director for operations, J-3, Joint Staff. VADM Winns is the 2007 Black Engineer of the Year Career Achievement in Government award winner. His military decorations include the Distinguished Service Medal, Defense Superior Service Medal, Legion of Merit, Meritorious Service Medal, and Navy Achievement Medal.
