Brigadier General Thomas com- mands the center responsible for the en- tire scope of nuclear weapons that sup- port functions and comprises units at Kirtland Air Force Base; Tinker AFB, Ok.; Ramstein Air Base, Germany; Hill AFB, Ut., and Lackland AFB, Tx. Brig. Gen. Thomas has spent his career in a variety of fields including missile and space operations and maintenance. He has commanded an Air Force station, a space launch squadron, a missile opera- tions group and a space wing. His staff assignments include executive officer to the vice commander of Air Force Space Command, and assistant executive of- ficer to the Air Force vice chief of staff. He has also served as assistant deputy director for Politico-Military Affairs,
Africa, and International Negotiations, on the Joint Staff. In this position he represented the Chairman of the Joint Chiefs of Staff on the Moscow Treaty delegation. As the chairman’s representative, he protected the critical strategic offensive arms force struc- ture. Brig. Gen. Thomas also served as vice commander, U.S. Air Force Warfare Center, Nellis AFB, Nev., where he was the center’s focal point for Air, Space and Information Warfare Expertise. He was commissioned through the ROTC program in 1980.

VICE ADMIRAL MANSON K. BROWN Commander, Pacific Area, Commander, Defense Force West, U. S. Coast Guard
Vice Admiral Brown assumed his current duties in May 2010. His attainment of three stars and area command are both firsts for an African American Coast Guard officer. Born and raised in Washington, D.C., he would enter the U.S. Coast Guard Academy in 1974. He graduated with a Bachelor of Science degree in civil engineering four years later. Upon commissioning in 1978, he served aboard the Icebreaker Glacier. In 32 years as a Coast Guard officer, VADM Brown has led five commands and served as senior adviser to the Coali- tion Provisional Authority in Baghdad in 2004, where he oversaw restoration of Iraq’s transportation systems, including two major ports. His staff positions include service as military assistant to the U.S. Secretary of Transportation, including duty as the acting deputy chief of staff for six months after the terrorist attacks of September 2001. Two years later, he served as chief of officer personnel management at the Coast Guard Personnel Command. “My experience is that the Coast Guard is one of the best places in America for motivated in- dividuals to succeed and achieve the American dream,” says VADM Brown. In 1994, he became the first recipient of the Captain John G. Witherspoon Award for Inspirational Leadership. In 2008, he was honored with the Thurgood Marshall Flag Officer’s Award. VADM Brown holds Master of Science degrees in civil engineering from the University of Illinois at Champaign-Urbana and National Resources Strategy from the Industrial College of the Armed Forces. He is a registered professional civil engineer.

CAESAR Vice Director, Joint Concept Development & Experimentation (J9), U.S. Joint Forces Command
Rear Admiral Caesar is a 1977 graduate of the U.S. Naval Academy. He earned a Master of Business Administra- tion degree from the Executive MBA Program at the College of William & Mary. He is a Massachusetts Institute of Technology Seminar XXI Fellow in Foreign Politics, International Relations, and the National Interest. During his period of initial active service, his sea duty assignments included USS Dale (CG 19) where he qualified as a surface warfare officer and USS John F. Kennedy (CV 67). He served in the engineering, weapons, and operations departments during these assignments. RADM Caesar transitioned to the Reserve Component in 1983. He has held a variety of assign- ments including Battle Watch director and Commander, 2nd Fleet; Area Air Defense commander, Atlantic and deputy commander, Navy Reserve Readiness Command, Mid-Atlantic. He has com- manded four reserve units including: Personnel Mobilization Team 3106, Sur- face Warfare Development Group. Active duty assignments include: commander, Navy Installations Command, command- er, 2nd Fleet, Joint Task Force Exercises, Battle Group In-Port Exercises; Atlantic and NATO exercises in Europe and the Pacific. RADM Caesar previously served as Reserve deputy commander, Navy Installations Command, Washington D.C.
